An Administrative Resolution revising certain
Class Specifications in the Civil Service Rules.
. WHEREAS, it is appropriate and desirable to change the Class �
Specifications for the title of Property Manager; now therefore, be it
RESOLVED, that the Civil Service Rules be amended by striki.ng
from Section 49 the Class Specifications for the title of Property Manager,
and substituting in lieu thereof, the attached Class Specifications for the
title of PROPERTY MANAGER.

PROPERTY MANAGER
DESCRIPTION OF WORK
General Statement of Duties: Performs supervisory and administrative work
involving the planning, development and administration of property
management programs within the Division of Property Management, in-
cluding building maintenance, space allocation systems, communication
systems, vehicle and equipment maintenance systems, and risk manage-
ment; and pexforms related duties as required.
Supervision Received: Works under the general technical and administra-
tive direction of the Department Head.
Supervision Exercised: Exercises with the division general technical and
administrative supervision over professional, technical and clerical
workers.
TYPICAL DUTIES PERFORI�D
The listed examples may not include all duties performed by all positions in
this class.
Coordinates building renovation, remodeling and structural maintenance
programs for all City-owned or leased buildings.
Develops and implements an overall space allocation plan and program for
all city agencies.
Manages and/or coordinates the operation of all City communications facil-
ities and services, and coordinates these services with like services of
Ramsey County and other political subdivisions in the County.
Provides City-wide coordination of such services as a maintenance manage-
ment records and information system, capital outlay requests for replace-
ment equipment, intershop facilities and personnel utilization, rental
fleet, equipment evaluation, and specification standardization.
Establishes and administers a risk management program for City property
and equipment.
Manages the maintenance of all serial numbered equipment for departments
which lack this capability.
Coordinates and/or manages the maintenance of all City-owned and leased
buildings.
Establishes and manages a security system for City-owned or leased buildings.
Prepares the annual program objectives, goals and budget for the Division of
Property Management.
Establishes and coordinates facilities joint use relationships with other
governmental units and authorities.
Directs and supervises the employees of the Division of Property Management.
KNOWLEDGES, SKILLS AND ABILITIES
Thorough knowledge of City Offices and Departments.
Thorough knowledge of principles and practices of administration.
Considerable knowledge of space allocation principles.
Considerable knowledge of record-keeping and information systems.
Considerable ability to plan and coordinate the activities of others.
Marked ability to establish and maintain effective working and inter-
personal relationships with others.
MINIMUM QUALIFICATION�
College graduation and six years' management experience, at least three
years of which must have been in a responsible administrative capacity.
