WHEREAS, the designation of Trunk Highway 3 on ST. PETER STREET from Kellogg
Boulevard to West Seventh Street has been transferred to the Lafayette Freeway
by the Minnesota Department of Transportation; and
WHEREAS, ST. PETER STREET from Kellogg Boulevard to West Seventh Street becomes
etigible under Minnesota Statutes 19b5, Chapters 161 and 162, as amended, for
improvement under the Minnesota Department of Transportation Turnback funds; and
WHEREAS, it has been deemed advisable and desirable for the City of St. Paul to
improve ST. PETER STREET from Kellogg Boulevard to West Seventh Street;
NOW THEREFORE, BE IT RESOLVED, that the Council of the City of St. Paul does
hereby approve the improvement of ST. PETER STREET from Kellogg Boulevard to
West Seventh Street, City Project P-0688, by constructing a bituminous overlay,
reconstructing a traffic island and doing all other work which is necessary and
incidental to said improvement.

ADVISABILITY AND DESIRABILITY
PROJECT:
Improve ST. PETER STREET from Kellogg Boulevard to West Seventh Street, City
Project P-0688, by constructing a bituminous overlay, reconstructing a traffic
island and do all other work which is necessary and incidental to said improve-
ment.
INITIATING ACTION:
This project was initiated by the Department of Public Works as part of the
Minnesota Department of Transportation Turnback Program. This program makes
funds avaitable to maintain Trunk Highway routes, which the Department of
Transportation no longer needs and returns to the City. This route, T.H. #3,
reverted to the City on June 2, 1969. Improvement plans must be approved and
the project completed in 10 years to qualify for these funds.
EXISTING CONDITIONS: �
The roadway is structurally sound, but the surface is uneven, patched and
cracked in various locations.
PROPOSED IMPROVEMENTS:
The proposal is to place a 3/4 inch bituminous overlay over the entire project,
adjust manholes and catch basins as necessary and reconstruct the traffic island
at Market, Sixth and St. Peter.
ALTERNATES:
The roadway does not warrant complete reconstruction, and a "do nothing" alter-
nate would be inconsistent with the upgrading of the Downtown area.
POSITIVE BENEFITS:
The project will enhance the area, increase the serviceability of the roadway
and eliminate maintenance problems.
ADVERSE EFFECTS: '
Minor disruption to the area during construction time is the only adverse effect. .
TIME SCHEDULE:
The project should start in the summer of 197$ and construction should be com-
pleted in 14 days or less.

SUMMARY AND RECOMMENDATION:
The Department of Public Works feels that the bituminous overlay on St. Peter
Street from Kellogg Boulevard to West Seventh Street is a necessary and worth-
while project, and the Engineering Recommendation is for approval of the order.
