Basement occupancy had been granted for the caretaker and his wife , limited to the period of the previous o��rner ' s interest in the building. The occupant of one of the upstairs t��o-bedroom apartments had planned to move out, and i+1r. Reher had intended � to mol�e the caretaker to that apartment . However, the second floor � � tenant became ill and was not able to leave . Mr. Reher said that Care- �� taker CFiristopher Stecher was 76 years old and wished to live the rest � of his life in the building, either �n the basement apartment or in the � upstairs tiao-bedroom unit if it became available . . � !°� Frank Staffenson stated that his department would have no objection to granting such a variance on the basement occupancy for Mr. and Mrs . He said he felt all the other work required was reasonable and had no objection to complying. He said his tenants were all people of very low incomes ' ��ho could not afford higher rents and there was a need for this type of rental . All four apartments consisted of just two rooms each, a kitchen and bed-sitting room. All Board members had been furnished a copy of the letter in advance , and Chairman ti�Tozniak pointed out that there were three items ;�1r. h4angels had been ordered by the city to correct, two of which had been taken care of. The kitchen sink was near to the bathroom, and a waiver was requested of the hand sink requirement in the b athroom, the third item. However, the second floor tenant became ill and was not able to leave . Mr. Reher said that Care- taker Christo�her Stecher was 76 years old and wished to live the rest of his life in the building, either �n the b asement apartment or in the upstairs tiao-bedroom unit if it became available . Glassman asked if progress was being made on all other items listed in the 3/28/77 letter from the Code Enforcement Division fo11 owing their inspection . '�ir. Valentine said he had begun work on them, and had recently moved the hot water �eater next to a chimney to eliminate a fire hazard. He said he felt a11 the other �,rork required was reasonable and had no objection to complying. He said his tenants were all people of very low incomes who could not afford higher rents and there was a need for this type af rental. AI1 four apartments consisted of just two rooms each, a kitchen a�d bed-sitting room. He expected to have all the work done by the end oi July on the interior, but would like until October 1 to complete all �:_e exterior work required. 3��RD ACTION: Cnairman Wozniak moved that a waiver on the shared b athrooms be granted on condition that the first floor bathroom be completed and occupancy of each of the four units be restricted to one person, and he further moved that an extension of time to August l, 1977, be granted for com- pletion of the interior work, and to October 1, 1977, for the exterior work. APPEARANCE: None PROCEEDINGS : Chairman ��lozniak explained that Mr. Mangels had been granted permission to submit a letter in lieu of a personal appearance because he lived 200 miles away from St . Paul and it would be a hardsh.ip for him to make the trip. All Board members had been furnished a copy of the letter in advance , and Chairman Wozniak pointed out that there were three items Mr. Mangels had been ordered by the city to correct, two of which had been taken care of.
