CONTAIVIII�ATION CLEAIVUP GRANT PROGRAM
FOR THE WEST SIDE FLATS HOUSING PROJECT
BE IT RESOLVED, that the City of Saint Paul act as the legal sponsor for the West Side Flats Housing
Project contained in the Contamination Cleanup Grant Program to be submitted on May l, 2001, and that
Mayor Norm Coleman is hereby authorized to apply to the Minnesota Department of Trade and Economic
Development for $2,339,000 in project costs associated with this project on behalf of the City of Saint Pau1.
13 BE IT FURTHER RESOLVED, that the City of Saint Paul has the legal authority to apply for financial
14 assistance, and the institutional, managerial, and financial capability to ensure adequate project
15 administration.

18 BE IT FURTHER RESOLVED, that the sources and amounts of the local match identified in the
19 application are committed to the project identified.

22 BE IT FURTHER RESOLVED, that the City of Saint Paul has not violated any federal, state or local laws
23 pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt

BE IT FURTHER RESOLVED, that upon approval of its application by the State of Minnesota, the City of
Saint Paul may enter into an aa eement with the State of Minnesota for the above-referenced project, and that
the City of Saint Paul certifies that it will comply with all applicable laws and regulation as stated in all
contract agreements.
33 NOW, TFLEREFORE, BE IT RESOLVED, that Mayor Norm Coleman is hereby authorized to execute
34 such agreements as are necessary to implement the project on behalf of the applicant.
