BIUE� - MAVOR File NO• ���J�. � p � .+ v oun ' Resolution . , `I , Presented By , •�Referred To ' te Out of Committee By Date WHEREAS, the City of Saint Paul� in cooperation with Building Owners & Managers Association (BOMA) , undertook a Steam Pla�t Study in 1975 to evaluate the methods of providing energy for new- users and users who are required to convert; and WHEREAS, the Study indicated that expansion of the sources of steam was necessary to satisfy this need; and WHEREAS, the City of Saint Paul and the Port Authority of the City of Saint Paul devel�oped a criteria and two prospective de- velopers who expressed interest in constructing such a facility with the aid of revenue bond financing; and WHEREAS, the proposals submitted by Twin Resco Corporation and Northern Energy Systems/Browning Ferris Industries were in keeping with the Scope of Work and Criteria set forth; and , WHEREAS, the proposals have been evaluated by a Technical - Committee responding to Ma.yor George Latimer' s request for assistance and selected as the developer 'I�vin Resco Gorporation who most fully complied with and met the criteria set forth; now, therefore, be it RESOLVED, that the Council of the City of Saint Paul accepts the recommendation of the Mayor and hereby recommends that the Port Authority of the City of Saint Paul designate 'I�ain R�sco Corporation as the Saint Paul Downtown Steam Plant developer witi� the understanding that the following steps must be taken by the " developer prior to the actual construction of any such downtown steam plant facility: 1. Conduct the necessary environmental assessment or impact statement. Complete an analysis of the impact of traffic flow on Kaplan scrap yard and the City' s maxket site. 4. Enter into appropriate contracts with Northern States Power Company for the purchase of available energy. 5. Prepare proposed schedule of rates of steam to be charged to downtown customers. 6. Complete a distribution system evaluation. 7. Evaluation of trash availability and hauling costs to specific sites. � 8. Prepare an analysis of user contracts and economic evaluations thereof. 9. Complete any studies necessary to determine financial liability to make revenue bonds issuance viable. 10. Participate with the Port Authority in consultation with District Councils likely to be affected by site selection.
