Resolution # Green Sheet # �Oly (e Presented By Referred To RESO�UTION CITY OF SA1NT PAUL, MINNESOTA �� Committee: Date RESOLUTION AUTHORIZING SUBMISSION OP APPLICATION TO METROPOLITAN LIVABLE COMMt.JNITIES TAX BASE REVITALIZATION ACCOUNT WHEREAS, the "Johnson Liquor Site" as known by the Dayton's Bluff neighborhood is located at the northwest corner of Old Hudson Road and Johnson Pazkway consisting of appro�mately 7.5 acres adjacent to approximately 2 acres of City owned property that has never been improved other than to remain as deteriorated asphalt; and WFIEREAS, this site is one of the lazger underutilized tracts of land in the City that has remained largely vacant and continues to deteriorate due to the conditions affecting the site; and WfIEREAS, a Phase I Environmental Site Assessment, Phase II Environmental survey and market study have been completed on this site; and 10 11 12 13 14 15 16 17 18 19 20 21 22 23 Z4 25 26 r� �8 :9 0 WHEREAS, Parkway Place Senior Housing, LLC is proposing to build a$12.5 million rental senior housing complex providing ll4 units of new housing, the Maxfield Market Study indicates that 75- 90 people in the neighborhood will be moving to these units, making auailable addirionai housing units for sale and the developer is working on an agreement with a realty firm in developing a marketing strategy to purchase properties of the seniors that would be moving to the new units and work with Dayton's B1uff Neighborhood Housing Services, Inc. in combination with selling the units with rehabilitation assistance if needed; and WI3EREAS, the St. Paul Comprehensive Plan which was approved by the City Council and includes an approved Housing P1an directly identifies the need for to expand efforts to enhance the city's traditional neighborhood design and public spaces, meet new mazket demand and by encouraging production of 300-400 housing units a year; and WHEREAS, the City of Saint Paul is a participant in the Livable Communities AcYs Housing Incentive Program as determined by the Metropolitan Council, and is therefore eligible to make application for funds under the Tax Base Revitalization Account; and WIIEREAS, Parkway Place Senior Housing , LLC has submitted a proposal to the HI2A to develop the Old Johnson Liquor Site consistent with the City's desires and goals pursuant to the City's Comprehensive Plan; and 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 WHEREAS, Parkway Place Senior Housing, LLC's proposal is not feasible uniess assistance is �_�� r secured from DTED to clean up environmental hazards idenfified on the Old Johnson Liquor Site; and WIIEREAS, the Housing and Redevelopment Authority ofthe City of Saint Paui, Minnesota (HIZA) approved by Resolution 20Q 1-3l28-4 to suppordsubmit an application under the Metropolitau Livable Communities Tu� Base Revitalization Account. NOW TI�REFORE BE IT RESOLVED BY the City of Saint Paul, Minnesota supports and authorizes the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (the "HI2A") to act as the legal sponsor for the project contained in the Department of Trade and Economic Development Contamivation Cleanup Grant Application to be submitted on May 1, 2001, and that the IIIiA is hereby authorized to apply to the Metropolitan Livable Communities Tas Base Revitalizafion Account for funding of this project . BE IT FURTHER RESOLVED that City of St. Paul/Housing and Redevelopment Authority of the City of Saint Paul has the legal authority to apply for financial assistance, and the institurional, managerial, and fmancial capability to ensure adequate project administration. 52 BE IT FURTHER RESOLVED that City of St. Paul/Housing and Redevelopment Authority of the 53 City of Saint Paul has not violated any Federal, State or local laws pertaining to fraud, bribery, graft, 54 kickbacks, coilusion, conflict of interest or other unlawful or corrupt practice. 55 56 57 58 59 60 61 62 63 64 65 BE IT FURTHER RESOLVED that upon approval of its application by Metropolitan Council, City of Saint PauUHousing and Redevelopment Authority of the City of Saint Paul, Minnesota may enter into an agreement with the Metropolitan Council for funding for the above-referenced project, and that City of St. PaullHousing and Redevelopment Authority of the City of Saint Paul, Minnesota certified that it will comply with all applicable laws and xegulation as stated in ali contract agreements.
