WHEREAS, The Mayor has submitted a report to the City
Council stating that his office has rec�-ived a rec{uest to lease
a portion of the City Market property for the purpose of in-
stalling billboards ; and
WHEREAS, The Mayor has advised the Council that the pro-
posed lease of space for billboard advertising purposes in a
portion of the City Market property would not interfere with
nor be inconsistent with the present or future use of that
portion of the City Market property for City or other public
purposes and that, in his opinion, the leasing of this property
for billboard purposes would be in the best interests of the
City and the public; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does
hereby concur in the recommendation of the Mayor and the City
Purehasing Agent is hereby directed to obtain appraisals from
the City Valuation Engineer as to the market value of the pro-
posed lease, and upon receipt of such report the Purchasing
_, Agent shall advertise for bid proposals in the manner set forth
in Section 87A. 01 (5) of the Saint Paul Legislative Code and report
back to the Council recommending the acceptance or rejection of
proposals to lease the property, it being the determination by
the City Council that the proposed use of the leased premises
will be of such importance to the general welfare of the public
and of such greater significance to the well-being_ of the
community that the proposal to be accepted shall be based not
upon the highest price to be paid to the City, but rather shall
be based upon the proposed use (in no event shall the proposed
rent be less than the market value as established by the City
Valuation Engineer) .
