4 WHEREAS, Minnesota Statutes section 473251 created the Metropolitan Livable Communities Fund, the
5 uses of which must be consistent with and promote the purposes of the Metropolitan Livable Communities Act
6 and the policies of the Metropolitan Development Guide adopted by the Metropolitan Council; and
7
8 WF�EREAS, Minnesota Statutes section 473.251 and 473255 establish within the Metropolitan Livable
9 Communities Fund an Inclusionary Housing Account and require the Metropolitan Council to make grants or
10 loans from £unds in the account to participating municipalities to fund the production of inclusionary housing
11 developments that are located in municipalities that offer incentives to assist in the production of inclusionary
12 housing; and
13
14 WI�REAS, the City of Saint Paul has set affordable and life-cycle housing goals pursuant to Minnesota
15 Statutes section 473.254, subdivision 2 and has elected to participate in the Local Housing Incentives
16 Program; and
17
18 �uI�REA5, the City of Saint Paul submitted an application to the Metropolitan Council for a grant to.assist in
19 the production of inciusionary housing on F�tA-owned property bounded by Cedar Street, Como Avenue,
20 Capitol Heights Boulevard and Charles Avenue, commonly known as Lot V; and

City Council to execute that agreement.
