The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given, as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
ail expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

ADVISABILITY AND DESIRABILITY
PROJECT:
In the mafter of regrading and resurfacing the alley in Block 3, Syndicate No. 4
Addition; the alley in Block 3 � 4, Syndicate No. 3 Additio�; the alley in Avon
Street Addition and the alley in Grotto Street Addltion. City Project P-0736,
THOMAS-DALE I .T.A. Alleys, District 7.
INITIATING ACTION:
These improvements were requested by the Thomas-Dale Co�nunity Development group.
EXISTING CONDITIONS:
These alleys are platted 15' � 16' in width and have oiled surfaces. They do not
appear to have drainage problems, but the driving surface is quite irregula� and
starting to deteriorate.
PROPOSED IMPROVEMENTS:
Regrade and pave the alleys to their ful) width.
ALTERNATES:
Overlaying the existing alleys would be impractical due to the unevenness of the
existing surfacing. To do nothing would not create or leave any sev�re problems,
but it would be inconsistent with the requests of the neighborhood.
POSITIVE EFFECTS:
These alleys are adjacent to streets being reconstructed at this time and w111 ,
therefore, compliment other improvements on-going in the neighbo�hood.
ADVERSE EFFECTS: .
Minor disruption to the area during construction time.
SPECIAL CONSIDERATIONS:
The original request was to reconstruct alleys bounded by Victoria, Grotto,
Lafond and Minnehaha. We found that the ailey bounded by Victoria, Avon� Van
Buren and Minnehaha was constructed in 1969 and is still in excellent conditTon
and we, therefore, deleted it Fror� the orders.

ESTIMATED COST AND FINANCING:
The revised estimated cost of $25,500 reflects final planned quantities and
actual bid prices. A letter to the Council by Mayor latimer requested specfal
consideration for these alleys to be funded out of C.D. Year II Fund with no
assessments (see attached).

ments on Community Development Yeax II Public Impr�vements. �
In Deceraber 1976, the City Council adopted the naw City-Wide Assessment
Policy as recommended by tqy administration. The ne^rr policy is specific
relative to what improve�ents are to be assessed and is intended to
embrace all areas of the City of Saint Paul includino CD and ITA areas. `
It has been brought to t�y atterrtion th�.t a nu�ber of impro;rements planned
for the Co�munity Development Year II Pro�a.m, which would noxr.t�.11y be �
assessed under the provisions of thz new assessment policy, were approve3
by the City Council in February 1976 on the basis of no assessr�ent.
� The following i�provemerrts, included ir. the CD Xea.r II Program, are in
_ conflict with the new assessment policy: ,
a. One ten (10) foot a11ey in the S�Iinter Street I.TA;

PROJECT: RECOIdSTRUCT SIDEWALK SUE PLACE, both sides from Eleanor Ave. to Bayard Ave.
INITIATING ACTIOPJ: This order was initiated by the Director of Public Works as public
necessity on the basis of a petition with 10 signers representing 75� of the frontage
and inspection of the walk.
EXISTIWG COPJDITIONS: This walk is poured concrete with high longitudinal joints ,
offgrade, asphalt patches , disintegrated, cracked concrete panels , tipped and settled
panels. Hemarks : 'vlalk to be 6.0 integral curb and walk.
PROJECT: RECONSTRUCT SIDEWALK E. BELVIDERE ST. - Lafiayette Freeway Bridge to west to
Andrew St.
INITIATING ACTION: This order was initated by the Director of Public tJorks as public

ments on Community Development Yeax II Public Tmpr�vemen'ts.
' In Deceraber 1976, the City Council ado�ted the new City-4�ide Assessment
Policy as recommended by �y administration. The n�+r policy is specific
relative to wh�.t improve�ents are to be assessed and is intended to
embrace all areas of the City of Saint Pa.ul including CD and ITA area.s. `
It has been brought to a�y attention th�.t a nu�ber of impro�ements planned
for the Community Development Year II Pro�am, which would nor�alJ.y be �.
assessed under the provisions of thz new assessment policy, were apprmre3
by the City Council in February 1976 on the basis of no assessraent.
� The fallowing i�provemerrts, included ir. the CD Year II Program, are in
conflict with the new assessment policy:
a. One ten (10) foot alley in the j�l�.nter Street ITA:
from tilinter Stree� to Arch-Penn betweea Park and
Capital; �
� b. Two (2) sidewa.lks in the South Como ITA; : �
Orchaxd from Ryde to Colne - both sides,
Colne Prora Hatch to Orchard - west side;
! , c. Five (5) alleys in the Thomas-Dale ITA. .

prior to the adoption of the new assessnent policy an3 partially because o�
