� "Minimum Wages of Public Contracts, " adopted
October 26, 1969, as amended by ordinance No.
16234 adopted April 14, 1977.
� THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l.
This ordinance is an emergency ordinance enacted pursuant to
Chapter 6.06 of the City Charter. Dutch elm diseased tree removal '�:
work presently engaged in by the City has experienced a sudden and
unforeseen circumstance arise in its administration. The 1977
estimate for diseased trees identified for removal was 23, 000. The
rapidly spreading disease has caused a reassessment and reevaluation
of tl�e extent of the blight, and it has suddenly been discovered
that the aforementioned figure has been increased by one-third. ,,
The dramatic increase in the number of diseased trees will neces�=
sitate a public expenditure far greater than anticipated, and s��
removal work is necessary to protect the public life, health, w �
fare and property of the City and citizens. �.

" Section 2.
That Section 102.01 of the Saint Paul Legislative Code, adopted
October 25, 1969, and entitled "Minimum Wages of Public Contracts, "
as amended by Ordinance No. 16234, adopted April 14, 1977, is here-
by amended by striking and deleting that section in its entirety,
and inserting in place and in lieu thereof the following:

Al1 contracts hereinafter entered into for the
purpose of performing any work for the City of Saint
Paul, involving either new construction work or repair
work on anv roads, bridqes, sewers, streets, allevs,
�arks, parkways, building or any other public works
involving the improvement of public property, including
the removal of publi� nuisances, shall be made upon the
basis that the wages paid to the occupational groups �
utilized in such works shall not be less than the waqes a.n� F�in qcs
paid to comparable positions in the classified Civil
Service system.
Section 2.
This ordinance shall take effect immediately upon its passage
and approval.

*Survey conducted in June, 1976, to determine the prevailing wage in the
tree removal industry. Twenty-two (22) firms in the metropolitan area were
surveyed for wages, benefits and number of employees per classification.
Figures have been inflated by 9% to �reflect inflation rate over the last
year.
**Totals include all benefits specified in each category such as health and
welfare, pension and vacation. The City totals include additional benefits
of sick leave and holiday time.

***Totals for the survey are a composite of al] wages and benefits reported
since the benefits varied from company to company.
****The Grounds Worker classification (comparable to the Park Aide II) is
a seasonal worker who does not receive fringe benefi�ts. This is the closest
classification relating to the raking and cleanup work done by unskilled
labor; the union standards for this position have resulted in substantially
inflated costs for St. Paul 's tree removal program. The rate of pay for this
classification represents a minimum rate and the current industry rate is
higher.
