WHEREAS, the Director of the Department of Human Rights
has determined that he has reason to believe that a violation
of Section 74.03(B)(1) of the Saint Paul Legislative Code
has occurred; and
�� WHEREAS, the Director desires to initiate civil enforce-
, ment procedures pursuant to Section 74. 13; and
�,
WHEREAS, the respondent in the action will be a city
department represented by the Office of the City Attorney; and
WHEREAS, the City Attorney cannot, because of the di-
vergenc� of their interests, represent both the Director and
the other city department in this civil enforcement action;
and
WHEREAS, Section 5.02 of the CitY Charter permits the
appointment of special counsel where 'by reason of interest"
the City Attorney is unable to act in behalf of the city or
any of its departments; and
WHEREAS, it appears that this is an appropriate case for
the appointment of special counsel, and the City Attorney has •
so requested; now, therefore, be it
RESOLVED, that Ma.rk Reinhardt, Attorney at La.w, is hereby
appointed to represent the Director of the Department of Human
Rights to carry out civil and judicial enforcement procedures
under Sections 74. 13 and. 74. 14 of the Saint Paul Legislative
Code in the matter of Scott Woessner v. Saint Paul Personnel
Department; and, be it
