WHEREAS, the Republic of China, Taiwan, was a founding memb�
of the United Nations and ha.s been a law abiding member of the
community of nations; and
WHEREAS, the people of the Republic of China, Taiwan, ha.ve
- built a successful, prosperous, free economy and now serve as
an important partner of the American people; and
WHEREAS, the Republic of China., Taiwan, is of importance in
the defense of East Asia and the Pacific and ha.s utilized its
military power in the interest of the Free World; and
WHEREAS, the people of the Republic of China, Taiwan, ha.ve
been among the most trusted friends and allies of the people of
the United States since the founding of the Chinese Republic in
1912;. and
WHEREAS, the people of St. Paul believe tha.t all people have
a right to live in freedom and value our long standing friendship
with the Republic of China, and support President Carter' s
declaration tha.t America's new foreign policy initiatives will
not be at the expense of our old friends; and
WHEREAS, President Carter ha.s stated tha.t he will not
compromise the freedom and security of the people of the Republic
of China, Taiwan, and will stand by the U. S. commitments to
that country; and
WHEREAS, Secretary of State, Cyrus Vance, is preparing for
a trip to the Far East and should be ma.de aware of the feelings
of Americans from all parts of the country;

NOW, THEREFORE, be it resolved by the Couneil of the City
of St. Paui, Minnesota, tha.t the President of the United States
be and is hereby petitioned to strongly ma.intain this country's
diplomatic relations and mutua.l defense treaty with the Republic
of China, Taiwan, and to continue this country's friendship with
the people of the Republic of China., Taiwan; and be it further
resolved
THAT the City Clerk be and is hereby directed to transmit
a copy of this resolution to the President of the United States.

On behalf of President Carter, I want to thank you for
sending him the City of Saint Paul ' s resolution concerning
the Republic of China and U.S. policy toward China.
President Carter has stated that the normalization of
relations with the People' s Republic of China is a g oal of
American foreign policy. Secretary Vance has stressed the
importance we place on the peaceful settlement of the
Taiwan question by the Chinese themselves.
We seek normalization of relations with the People' s
Republic of China in the belief that our own interests as
well as the interests of international peace and security
will be advanced by such a policy. As the United States
side stated in the Shang hai Communique , "The effort to
reduce tensions is served by improving communication be-
tween countries that have different ideologies so as to
lessen the risks of confrontation throug h accident, mis-
calculation, or misunderstanding . "
We understand your concern that we not neglect our
friends as we seek to work out new relationships with
former adversaries. You may be assured that in seeking
normalization of relations with the People' s Republic of
China, we will continue to act responsibly on matters
affecting the Republic of China. This Administration has
no intention of ignoring the wide rang e of mutually bene-
ficial relations we maintain with Taiwan or jeopardizing
the prospect that the people on Taiwan will continue to
live peacefully and prosperously.
