T Co ci Resolution Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, the federal Office of Management and Budget is proposiag to eliminate its federally assisted housing program in order to increase cash subsidies to welfare recipients; and WHEREAS, public housing in Section 8 could be abendoned and dis- ma.ntled in favor of the cash subsidies; and WHEREAS, the proposed program would have an adverse local impact ` because: 1. Monies would be spread among seven million uelfare families and few could afford standard housing; therefore, benefiting slum landlords; 2. Welfare housing payments have a poor record. At least one-half of national welfare recipients live in substandard housing; 3. There is a critical housing shortage demanding new construction for low-income families; 4. Federally assisted housing has a good record and has resulted in standard and well managed housing including new housing units; 5. As you know, the President has made a commitment to reforra the Nation's welfare syst+em in a way that is fair for all the poor. To make good on this commitment, he directed that members of his Cabinet undertake a comprehensive analysis of the a�ternative forms welfare reform might take. This, of necessity, required a review of major programs which assist low- income families in improving or maintaining their standard of living. Clearly, the Department of Housing and Urban Development's subsidized housing programs fall in this category. I want to emphasize that the Office of Management and Budget (4MB} has not recommended that current subsidized housing programs be "cashed out" in favor of welfare reform, although this indeed is one of the options that OMB and other agencies have identified and analyzed. At this point, all dacisions have not get been made on the final details of the welfare reform proposal. Nevertheless, i can te11 you that the Administration's proposal will not "cash out" the subsidized housing programs. Thank you again for sharing your views on this very complex issue with us.
