WHEREAS, upon the recommendation of the Mayor, the Council of
the City of Saint Paul did set aside on February 5, 1976 $800,000
in Community Development Year II funds to partially finance re-
development activities in the Rice-Marion area of District 7,
Thomas-Dale; and
WHEREAS, the State of Minnesota has appropriated $800,000 for
redevelopment activities in the Rice-Marion area, contingent upon
the actual appropriation of an equal, or greater, amount of funds
by the City of Saint Paul for the same purposes; and
WHEREAS, the Mayor and City Council wish to meet the State
requirement by appropriating the necessary funds for the redevelop- -
ment of the Rice-Marion area; and
WHEREAS, the Mayor and Council have used $400,000 of the funds
previously earmarked for the Rice-Marion project to partially
finance the assembly of a site for the construction of a light
manufacturing facility by Control Data Corporation; and
�nIHEREAS, there is a need for an additional $300,000 to complete
the planned redevelopment of the Rice-Marion area, which is an
amount over and above the $800,000 initially set aside by the City;
and
WHEREAS, the request for the additional $300,000 is top
priority of the District 7 Planning Council, which is currently
a-3�eing considered by the Residential and Economic Development Task
Force of the CIB Committee according to the procedures established
by the Unified Capital Improvement Budgeting Process; and

WHEREAS, the City must act to appropriate at least $800,000
for the Rice-Marion project before July 1 , 1977 in order to retain
�the State commitment of $800,000; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul , upon the
recommendation of the Mayor, does hereby approve the use of $400,000 in
Community Development Year II funds and $700,000 in Comnunity Development
Year IV funds (available from the Department of Housing and Urban
Development on or after June 1 , 1978) for redevelopment activities in
Block 90 of the Rice-Marion area of Planning District number 7. Said
Cornnunity Development Year II funds being identified as coming from the
Special Acquisition and Relocation Fund.
