STAFF PRESENT: Mike Urmann, Fire Prevention.
1926 Grand Avenue and 1764 Grand Avenue
Patrick Votel, owner, appeazed and stated he is requesting a variance on non-confoiuiing fire
rated doors.
Mike Urmann stated Fire Prevention has no objections to granting a variance, with conditions, on
the non-conforming doors.
Gerry Strathman granted a variance on the non-conforming doors with the following conditions:
1) when the non-conforming doors need to be replaced, they will be replaced with conforming
fire rated doors, 2) the building must otherwise be in compliance.
604 Oakdale Avenue
George Oxford, owner, appeared and stated he has owned the property for ten years. The
building was vacant when purchased. Before the property could be rented, a team inspection was
completed by the City and passed. Mr. Oxford said he has had current inspections since then that
have also passed. During the last inspection the inspector told Mr. Oxford that the windows in
the bedrooms would haue to be replaced. Mr. O�ord said the windows do not have stops, they
are removable. The windows can be removed by pulling them off of the tracks.
In response to Mr. Strathman's question, what is the width and height of the windows, Mr.
Oxford responded the windows aze 36 x 36, double hung. The windows weze place in the
building in the early 60's. There are four units in the building. The e�terior of the building is
stucco, therefor replacing the windows will be a major project.
Mike Urmann reported the orders were written inwrrect. The orders should have stated that the
windows openable area is 18 x 36. The total glazed area is 36 x 36. The minimum openable
height of the bottom sili has to be 24 inches and the minimum openable width has to be 20 inches.
You cannot obtain 20 inches and 24 inches and still t�ave a 5.7 foot glazed azea on existing
windows. The windows are approximately a half of a foot short.
Mr. Strathman asked if Fire Fighters would be able to get in the windows if there was a fire. Mr.
O�ord responded the windows can be removed easily from the inside. Mr. O�ord said he spoke
with City personnel aud was told there never has been a problem with this type of window. Fire
Fighters will kick them out. Mr. O�ord said in his judgement he feels an average person could
get out. Mr. O�ord does not believe the windows are a l�azard.

Mr. Urmann stated within the exiting code requirement, it is stated that there has to be a singie
motion eacist for any egress window. To open and remove both window panes, to achieve the
openable width, will not meet the requirements of the code. In similar cases the e�sting double
hung window is removed and replaced with a window insert that cranks out. The openings in thid
building aze big enough, however, the construction of the window does not meet the code
requirement. An average person my be able to get out of the window but a Fire Fighter will never
get in.
