WHEREAS, in January, 1976, the St. Paul City Council approved the
forma.tion of a committee to study the William Dahl Aouse and report on
possible uses which would be reminiscent of its historical significance
as one of the few rema.ining examples of a resident of the "common man"
to survive from the pioneer era of St. Paul; and
WHEREAS, in April of 1976, the Council approved the transfer of
$5,000 from the contingent reserve general fund for professional assistance
in determi.ning the amount of restoration needed at the Dahl House and
endorsed the recommendation by the Dahl House Committee that the house
be preserved on its present site; and
WHEREAS, the City Council has now received the Historic Preservation
Feasibility Study on the possibility of restoring the 118-year-old
structure near the State Capitol; and
WHEREAS, the report concludes� that the home would provi.de a unique
opportunity to interpret the lives of the people who formed the backbone
of the early St. Paul--people whose lives are more closely related to
those of the ma.�ority of our present-day population than the lives of
those who built the showplaces on Ramsey Hill and Summit Avenue; and
WHEREAS, the report further states that the home is in excellent
condition, can be restored to its original design and preserved for a
number of adaptive uses, and recom�ends that it be restored to its con-
dition in the 1880-1890 period; and
WHEREAS, the report outlines the kinds, extent and costs of such
restoration work and estimates the costs to be about $55,300; and

WHEREAS, the Dahl House Committee, in discussing the report, recog-
nized that sources of funding are extremely tight and restoration work ma.y
have to be done in stages, and found that certain steps can be taken now
to increase the likelihood of some sources of funding; now therefore be it
RESOLVED, that the St. Paul City Council accepts the Historic Preser-
vation Feasibility Study on the William Dahl House, endorses its findings
and reiterates its commitment to preserve the house; further be it
RESOLVED, that the St. Paul City Council endorses efforts by the
Dahl House Committee to apply for National Register status for the house,
a process which could lead to partial funding from the federal government
for the restoration work; further be it
RESOLVED, that the City Council requests all appropriate organiza-
tions, agencies and governmental units, and especially the State of
Minnesota, to participate in finding funds for the stabilization and
repair of the Dahl House, as well as operating and maintenance funds;
and further be it
RESOLVED, that the City Council recognizes that it is not enough to
preserve empty buildings as monuments to the past, b ut instead ways must
be found to secure f_unding and programs for their continued use; and
further be it
RESOLVED, that the City Council strongly supports the idea of hav-
ing the house used, for the time being, by a small state agency, such as
the Capitol Area Architectural and Planning Board, as office and meeting
space, providing a means for some of the restoration work to be done and
ensuring ma.intenance and operation of the house for the present; and
be it

FINALLY RESOLVED, that the St. Paul City Council endorses the con-
cept that eventually the Dahl House should be used as a remi.nder of our
heritage, to interpret the home of the common man during the early days
of St. Paul's history and as such, be open for educational tours by the
general citizenry to display the domestic life style of a pioneer
businessman's family during the early days of the state and of the
City of St. PauL
