THE COUNCIL OF THE CTTY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinane� No. 7607, approved February 13,
1935, as amended, be and the same is hereby further amended by striking
out the current specifications for the classes Qf Public Health Nurse I,
Public Health Nurse II, and Public Health Nurs� IPi, and by substituting
in lieu thereof the following new speci.fications for tlze classes of - "

DESCRIPTION OF WOR�
General Statement of Duties: Performs responsible professional puUlic
health nursing work involving the assessment, promotion, maintenance
and improvement of the level of health in the community through the
planning and implementation of specialized programs and clinics; and
performs related duties as required.
5upervision Received: Works under the general technical and administra-
tive direction of a unit head.
5upervision Exercised: May exercise technical supervision over lower
level nurses, para professionals and volunteer workers as assigned.
TYPICAL DUTIE5 PERFORMED
The listed examples may not include all duties performed by all positions in
this class. '
Assists in planning and directs special health care clinics and programs.
Conducts individual and group counseling and instruction, in schools, with
familie s, and within the comrnur�ity, in good health technique s and
_ r procedure s.
Assesses and evaluates the health and developmental needs of pre-school
and school age children using developmental history, physical assess-
ment, vision and hearing screening, and other tests.
Designs and i.mplements a plan for the education and care of individual
exceptional children, senior citizens and others.
Prevents and controls communicable diseases in the community and in
schools by evaluating and implementing education, counseling, testing,
immunization and treatment programs. --
Acts as liaison between clinics and available health care related facilities;
assists parents of school children to develop proper health care practices
and to obtain professional care.
Conducts periodic inspections of private school buildings and reports unhealthy
practices to the City Health unit and the school operator.
Directs, implements and evaluates special programs including lead screening,
hypertension screening, family planning, venereal disease, geriatrics,
mantoux screening and other programs as required.
Assesses first aid equipment and supplies available and recommends changes;
acts as a resource person to teachers in planning and presenting first aid
education.
Implements emergency care policies and procedures and provides follow-up
emergency first aid.
Trains and supervises lower level nurses, para professionals, and volunteers
to assist in special City health programs and clinics.
Prepares statistical and narrative reports concerning program activities and
participates in program evaluation process.
KNOWLEDGES, SKILLS AND ABILITIES
Considerable knowledge of rehabilitative and nursing care techniques.
Considerable knowledge of the prevention and treatment of diseases.
Working ability to assign and supervise the work of others.

DESCRIPTION OF WORK
General Statement of Duties: Performs supervisory and administrative
work planning, directing and coordinating public health nursing programs
to assess, promote, maintain and improve the level of health in the
comrriunity through special programs and clinics; and performs related
duties as required.
Supervision Received; Works under the general guidance and direction of
the Public Health Nursing Supervisor.
Supervision Exercised; Exercises within a unit general technical and
administrative supervision directly over public health nursing staff,
para professional and clerical staff.
TYPICAL DUTIE5 PERFORMED
The listed examples may not include all duties performed by all positions in
this class.
Assists in planning and evaluation, and directs activities of public health
nursing work in private schools; clinics and special City health projects.
Assists in assessing needs and planning community health programs.
Assigns nursing personnel to programs or projects best suited for their
talents and the comxnunity needs.
Participates i.n the selection of new staff, directs orientations, evaluates
personnel and recomrnends personnel actions.
Assists in assessing needs and planning in-service training to develop and
maintain professional nursing services.
Participates with other governmental, professional and citizen organizations
in studying, planning, impiementing and evaluating community program
needs.
Assists in evaluating and reviewing nursing program policies, functions and
procedures.
Prepares statistical and narrative reports concerning program development
and effectiveness.
Monitors program data collection and composes office correspondence.
Participates in budget preparation.
Manages the office and assures compliance with internal management pro-
cedures.
KNOWLEDGES, SKILLS AND ABILITIES
Working knowledge of supervisory techniques and procedures.
Considerable knowledge of the principles of and practices of public health
nursing.
