1 WHEREAS, pursuant to Council File #86-1124, residential pertnit parking was previously instituted on behalf ot
2 the residents residing in the University of St. Thomas College area in accordance with Chapter 168 of the Saint Paul
3 Legislative Code; and

5 WHEREAS, the Council oi the Csty of Saint Paul previously found that the aforementioned resideMial area did
6 not have sufficient off street parking to accommodate the residential parking needs of the residents as well as the
7 parking needs of non-residents who use non-residential facilities in the area which lack sufficient off-street parking; and
9 WHEREAS, affected residents have subsequently submitted petitions requesting that certain permit parking
10 restrictions be installed on these blocks;

12 WHEREAS, Public Works staff has investigated the basis for the petition and concluded and recommended
13 adoption of the changes requested in the petition; and
14
15 WHEREAS, the Traffic Engineer has concluded that the current parking problem is unsafe for pedestrians and
16 motorists;

River Boulevard from Exeter Place to the west.
