WHEREAS, The Metropolitan Waste Control Commission has
determined that the buildings at 125 W. College Avenue and at
311 Pleasant Avenue will , upon final completion of the new
hospital facilities for United Hospitals IncorporatEd/The
Children' s Hospital , Incorporated, located on the site a� 300
Pleasant Avenue, be designated as nursing homes and in o�der for
any other use to be assigned to either of the buildings , a
determination must be made by the Metropolitan Waste Control
Commission as to whether this new use requires additional
Reserve Capacity and if so , the Payment, for the additional SAC�•.;�
units, must be made prior to the assignment of a new use. If
t�e building(s) are demolished and a new building permit issued,
the demolition credit granted will be ec{ual to the number of
SAC units assigned to the building(s) as nursing homes ; and
WHEREAS, The Metropolitan Waste Control Commission has
determined that any SAC credits, resulting from this re-classifi-
cation of the buildings at 125 W: College Avenue and 311 Pleasant
Avenue from hospitals to nursing homes , are to be applied to the
new hospital facilities for United Hospitals/The Children's
Hospital , Incorporated, on the site at 300 Pleasant Avenue; and
WHEREAS , The United Hospitals Incorporated and the
Children's Hospital have requested that the City of Saint Paul
apply the SAC credits as determined by the Metropolitan Waste
Control Commission, and further that the City Council approve
the Hospitals ' joint reauest not to renew their hospital licenses
at the old locations ; now, therefore , be it
RESOLVED, That upon the joint request of United . Hospitals
Incorporated and The Children's Hospital , Incorporated;� the
license of United Hospitals Incorporated to operate a hospital

Re: United Hospitals/Children's Hospital Proiects
Gentlemen:
Every hospital wtthin the City of Saint Paul is required to be
F licensed by the City of Saint Paul under Chapter 385, City of Saint Paul
Legislative Code. Therefore, I would suggest the following language to
document the "appropriate action by the local governmental unit":
"At the joint request of United Hospitals Incorporated
and The Children's Hospital, Incorporated, the license
of United flospitals Incorporated to operate a hos-
pital at 125 W. College Avenue, and the license of
The Children's Hospital, Incorporated to operate a
hospital at 311 Pleasant Avenue, shall not be renewed
by the City of Saint Paul after final completion of
the new hosnital facilities for United Hospitals
Incorporated/The Children's Hospital, Incorporated
on the site at 300 Pleasant Avenue."
The Hospitals also are agreeable to considering any other lan-
guage which would be acceptable to the Commission assumi.ng that the result
is to "decertify" the existing two sites from hospital to nursing home
status, and to permit the SAC credits to be transferred to the Project.
