' • � -- • NOTICE OF PUBLIC HEARING Notice is Wereby Given, that a Public Hearing will be held on the 15th day of March, 1977, at 10:00 a, m. , in the Saint Paul City Council Chambers, City Hall and Court House, Saint Paul , Minnesota, the purpose of the public hearing being to consider the level of service of Street Maintenance to be performed in the City of Saint Paul in 1977 and to consider the cost of such service to be charged against benefitted property according to Ordinance No. 15311 , Council File No. 260426. The particular service to be performed and the estimated costs as proposed by the Department of Public Works, are as follows: CLASS I - Downtown or Loop Streets Description; Class I service will be performed on all downtown or loop streets within the following boundaries: Kellogg Boulevard on the south and west, Eleventh Street on the north and Broadway on the east. Proposed 1977 Level of Service: � The downtown streets will be swept three times per week and flushed five times per week. All routine maintenance, including patching and repairing of street surfaces will be performed on an as-needed basis. Proposed As�sessment: All Class I service will be assessed at a rate of $.93 per front foot. CLASS II - Outlying Commercial and Arterial Streets �. Description Class Il service w'ill be performed on all outlying commercial and arterial streets in the City, These are the major arteries in the City and have both heavy volumes of vehicular and pedestrian traffic and, in most cases, have business or commercial properties frontang on them. Typical examples would be as follows: University Avenue, �nelling Avenue, West Seventh St�redt, East Seventh Street, Rice Street, Payne Avenue, Arcade Street, Summit A�i�enue, Grand Avenue, and others. Al1 of these Class II streets are accurately defined on a map available for viewing in the Department of Public Works, Room 234, City Ha l l . Proposed 1977 Level of Service: The Class ll streets would be sw�pt or cleaned approximately 18 times per season. All routine maintenance, inctuding patching and repairing of street surfaces, will be done on an as-needed basis. Proposed Assessment: Under Class II service, there will be two assessment rates, one commer�ial and � one residential . The commercial property rate will be $.63 per front foot and the residential property rate will be $. 31 per front foot. ' Not i ce of Pub l i c Hea r i ng -2- ����� Class III - Al1 Residential Streets Description: Class III service would be performed on all residential streets including oiled streets, paved streets and intermediate type streets. Proposed 1977 Level of Service: Residential streets, including oiled streets, paved streets and intermediate streets woutd receive a thorough cleaning each spring which would include sweeping &flushing. Patching and repairing Would be on an as-needed basis. Most of the older paved and 8ntermediate streets woutd be sealcoated• In the fall , streets would be swept and leaves picked up. Proposed Assessment: Under Class III service to residential streets, we have two categories oF assessment, one being residential , and the other commercial . The residential pro�a�ty rate would be $.31 per front foot and the commerciat property $.47 per front foot. CLASS IV - All Oiled and Paved Alleys . Description• Class IV service would be performed on all oiled, paved and intermediate type alleys within the City. Proposed 1977 Level of Service: Alt oiled, paved and intermediate alleys would be swept twice during the season. Efforts would be made to complete the first cleaning by July lst and the second cleaning by November lst. All routine maintenance, including patching and repairing of the alley surfaces, will be performed on an as-needed basis. Proposed Assessment: Under Class IV alley service, there would be one assessment whether it is oiled, paved or interm�diate. An assessment of $. 17 per front foot is proposed, Cll.ASS V - Unimproved Streets and Alleys Description: C1ass V service will be performed on unimproved streets and alleys. By unimproved, we mean those streets and alleys that have not been developed for one reason or another. They are platted City right-of-ways; however, the abutting residents have never petitioned for their improvement nor have there been any assessments levied. Because they are City right-of-ways, the City has r���� responsibility to perform minimal repairs and maintenance work on them to reduce any hazards or potential hazards. " � • , .Notice of Publ ic Hearing' -3- ����� , Proposed 1977 Level of Service: The maintenance and repair of these streets and alleys will consist of patching, minor blading, placing of crushed rock and other stabilized material in order to make them passable and reduce hazards. Proposed Assessment: Under Class V service, we propose the following two assessments. Since there will be no sweeping and flushing involved, the assessment is based only on the patching and repair work that may be needed. For streets, we propose an assessment of $. 15 per front foot. Under alleys, we propose an assessment of $.08 per front foot. DUNFORD DIRECTOR Honorable George Latimer Mayor of St. Paul Room 347 City Hall BUILDING Dear Mayor Latimer: Re: 1977 Street Maintenance Program Attached are appropriate Resolutions establishing the date of the City Council public hearing and the approval of the 1977 Street Maintenance Program. Attached also is a detailed description of the proposed program. The proposed 1977 budget is $3,675,000 an increase of $160,000 over the 1976 budget. The increase is financed almost completely through additional Municipal and County State Aid Funds which have increased because of a greater Minnesota state gasoline tax. The proposed front foot assessment rates for all types of property and all street classifi- cations are identical to t976. A slight increase in revenue from assessments is anticipated because of a slight increase in assessable feet. We feel the proposed increase of just over 4% will provide the same program and be equal to the inflation caused by increased salaries and higher cost of material and equipment. The actual program is almost exactly the same as 1976. The major change is that there will be no street oiling in 1977. The $260,000 appropriated for oiling in 1976 will be switched to a sealcoating program on the older paved residential streets. The reduced street cleaning schedule initiated in 1g76 would be continued. We would appreciate the prompt processing of the attached documents to enable the City Clerk to publish the advance hearing notices in the newspaper and be ready for the proposed Council public hearing on March 15, 1977.
