.An ordinance amending Ordinance No. 7607, entitled:
"An ordinance fixing the duties and responsibilities
and the minimum qualifications for the various classes of
positions in the Classified Service of the City, "
approved February 13, 1935, as amended.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 7607, approved February 13,
1935, as amended, be and the same is hereby further amended by
striking out the current specifications for the class of RESEAR.CH ANALYST
III, and by substituting in lieu thereof the following new specifications for
the class of
RESEAR.CH ANALYST ITI

DESCRIPTION OF WORK
General Statement of Duties: Performs highly responsible professional
work involving supervising the collecting, compiling and analyzing
of data; prepares and presents recommendations based on data re-
search; and performs related duties as required.
Supervision Received: Works under the general technical and adminis-
trative supervision of a division or unit head.
Supervision Ex ercised: Exercises within a. unit technical and adminis-
trative supervision directly over clerical and professional research
planning staff.
TYPICAL DUTIES PERFORMED
The listed examples may not include all duties performed by all positions
in this class.
Plans and directs research projects related to collecting and analyzing
social, economic, demographic, legislative or j udicial data.
Supervises the compiling, computing, tabulating and verifying of collected
data.
Supervises and participates in the preparation of tables, maps, graphs
and charts for visual presentations or reports; prepares and reviews
narrative and statistical reports.
Plans, organizes and delegates research work to subordinates to complete
requested reports.
Initiates and maintains contact with other departments or agencies to
facilitate data exchanges. �
Directs, develops and maintains informational data base for departmental
use.
Determines department data needs and coordinates information systems for
departmental utilization.
Identifies and analyzes long term trends or future needs.
Formulates recommendations based on data research to be used for deter-
mining departmental or City policy.
Attends meetings, hearings and conferences of departmental interest;
researches and presents requested data to committees, conferences or
meetings.
Directs the compiling and preparation of reports requested by department
heads, committees or City officials.
Acts as executive secretary of the Citizen's Board of Appeals and Review
and other organizations as assigned. �

Working knowledge of City government structure and functions.
Considerable knowledge of statistical practices and procedures.
Considerable knowledge of principles, theories, techniques, and procedures

College graduation and two years' experience as a Research Analyst LI or
equivalent, or college graduation and four years' experience as a Research

I recommex�ct your approval and submission of this Ordinaace to the City Council.
PURPOSE AND RATIQNAT,,E FpR THIS.ACTION:
This ordinance establishes new class specifications and mi.ni.mum qualifications
for Research Analyst III. The revised minimum qualifications eliminate the
phrase "No Substitution for Education" and broadens the eligibility of Research
Analysts I & JI by making experience requirements less restrictive. The duti�s
of the position have beea rero�nritten to more accurately describe.,the position and
adopt it to the new format.
