EXCAVATION PERMITS: Cost Components include "City cosY' (administration, inspection, and records), Pavement Degradation, and a Disruption charge. We need to adjust our permit fees as well as take other measures to keep the Right-of-way fund fiscally responsible. I am proposing a fee increase of slightly less than 5% for Utility permits along with belt-tightening measures to resolve this. The Right-of-Way Division was established in 1997. During the first yeazs, other divisions within Public Works contributed par[ of the funding for the division. Since then, the initial permit fee schedule has been modified to make it more accurately reflect actual costs--significant reductions in certain areas. For example, installation of new overhead lines was reduced from $1.64 per foot to $0.50 per foot, and lashing a new cable onto an existing cable was reduced from $1.64 per foot to $0.10 per foot. At the same time, the Right-of-Way Division was expected to fund more of its budget from permit revenues and depend less on other divisions. Better compliance with pernutting requirements along with lots of construction have aliowed us to avoid increasina permit fees until now. The budget for 2001 projects an increase in revenue of $200,000. We need to take action now to avoid a problem this year. I am proposing a combination of five actions to resolve this. 2. 3. The slightly less than 5% utility permit fee increase mentioned above. A reduction in spending from the approved 2001 Budget. John Jansky is retiring in April. He will not be replaced. $30,000 budgeted for planimetrics will be deferred to a later year. The fund cash balance will be drawn down an additional $60,000. The oniy cost will be actuai labor costs to hood the meters. There will be no charge for hooding 10 or less meters during norma! working hours. These events are listed below. We need to adjust our permit fees as well as take other measures to keep the Right-of-way fund fiscally responsible. I am proposing a fee increase of slightly less than 5% for Utility permits along with belt-tightening measures to resolve this. The Right-of-Way Division was established in 1997. During the first yeazs, other divisions within Public Works contributed par[ of the funding for the division. Since then, the initial permit fee schedule has been modified to make it more accurately reflect actual costs--significant reductions in certain areas. For example, installation of new overhead lines was reduced from $1.64 per foot to $0.50 per foot, and lashing a new cable onto an existing cable was reduced from $1.64 per foot to $0.10 per foot. At the same time, the Right-of-Way Division was expected to fund more of its budget from permit revenues and depend less on other divisions. Better compliance with pernutting requirements along with lots of construction have aliowed us to avoid increasina permit fees until now. The budget for 2001 projects an increase in revenue of $200,000. We need to take action now to avoid a problem this year. I am proposing a combination of five actions to resolve this. 2. 3. He will not be replaced. $30,000 budgeted for planimetrics will be deferred to a later year. The fund cash balance will be drawn down an additional $60,000.
