2 WHEREAS, on July 13, 1994, the City Council of the City of Saint Paul established the Cultural Capital
3 Investrnent (Cultural STAR) Program, C.F. 94-1005; and

5 WHEREAS, the Cultural STAR Program is funded with ten percent of an additional one-half of one percent
6 sales tax on sales transac6ons that occur within the city, pursuant to Minnesota Statutes, Chapter 297A,
7 authorized by the State of Minnesota, Chapter No. 375, Sec. 46; and
9 WHEREAS, the purpose of the Cultural STAR Program is to fund capital and special projects to further
10 cultural and visitor service activities; and
11
12 WHEREAS, the Cultural STAR Board and PED staff recommend approval of one (1) mid-year grant to
13 COMPAS Inc. in support of the ArtsWork program; and

R�HEREAS, the Mayor, Pursuant to section 10.07.1 of the City Charter, recommends changes to the 2001
budget as listed per Attachment A.

to COMPAS Inc. in support of the ArtsWork downtown arts employment program.
ADVANTAGESIFAPPROVEA'
Projects will strengthen the Cultural District, increase the number of visitors downtown and support the growth of
local cultural organizations. Project will create a new job training program employing 60 high-school age students
to work as artists for the summer in downtown Saint Paul.
DISADVANTAGES IF APPROVED:
None
