RESOLVED, that the proper City officers are authorized and directed
to execute, on behalf of the City of Saint Paul, an agreement between
the City and the County of Ramsey whereby the City and County agree
to cooperate in the participation with the Twin City Area Urban Corps
program, and whereby the County will appropriate $9,809.65 and the City
will appropriate $14,714.48 to this program, all in accordance with the
adopted Budget of the City of Saint Paul as approved by the City Council.

RE: Council Resolution for Urban Corps
Enclosed is a Council Resolution regarding the Urban Corps budget
for 1977. I believe this Resolution should come from your department
as the monies allocated for the Urban Corps are under General Govern-
ment Accounts - Miscellaneous. The Activity Title is Urban Corps
Program; the Activity Number is 09090. The actual dollar figure in
the Resolution is listed as City Contribution to Outside Agency (545)
in the 1977 Budget.
The Resolution will allow the enclosed contract to be processed by
Administrative Order.
I have checked with the Mayor's Office, and this is the procedure
I was directed to take. Once the Resolution has passed, I will see
that the contract is signed by the appropriate City and County offi-
cials, with the original contract returned to Finance and Manaqement.

A G R E E M E N T
THIS AGREEt�tENT, made and entered into this day of ,
1977 by and between the CITY OF SAINT PAUL, hereinafter referred to as the "City",
and the COUNTY OF RAMSEY, acting by and through its Board of Commissioners, here-
inafter referred to as the "County", both acting pursuant to the provision of
Minnesota Statutes, Section 471.59;
WITNESSETH:
WHEREAS, the objectives of the program are:
l. To provide the City and County with the skills, motivation,
creativity, and enthusiasm of college students.
2. To provide the college student with a valuable work experience
in local government and at the same time expose her/him to
some of the realistic, pragmatic problems in City and County
government.
3. To create a liaison between local government and the academic
community, thereby enabling both to utilize more fully the
resources of the other.
*.�IOW, THEREFORE, by mutual agreement of the parties hereto, the following
agreement is entered into and made effective as follows:
1. An Urban Corps Intern Work Program shall be carried on under
the supervision of an Urban Corps coordinator, whose duties
shall be as follows:
a. Introduce and describe the operational procedures of
the Intern Program to the various departments.
b. To develop within the departments meaningful internships.
c. To be responsible for the training and orientation of
the intern's direct supervisor.
d. To recruit and place worthwhile interns from the various
colleges under the Urban Corps.
2. The Urban Corps Coordinator shall work under the supervision of
the Executive Secretary to the County Board. Appointment of the
Coordinator is to be by the County Commissioners, the Mayor of
Saint Paul and the Saint Paul-Ramsey County Urban Corps Office,
each party having one equal vote.
3. Office space for the Saint Paul-Ramsey County Coordinator will
be provided by the City.

4. The total cost of the tasks and purposes set forth are estimated
to be $24,524.13 (Twenty four thousand, five hundred twenty four
dollars and thirteen cents) . Of this amount, the County shall pay
$9,809.65 (Nine thousand, eight hundred nine dollars and sixty-five
cents)and the City shall pay $14,714.48 (Fourteen thousand, seven
hundred fourteen dollars and forty-eight cents) . The City will pay
said amount in quarterly installments to the County beginning
January 1, 1977. Should the total cost to the County be less than
that stated above, the County shall return to the City 60� of the
unspent sum at the expiration of the agreement.
5. This agreement shall terminate December 31, 1977. However, either
party may terminate the agreement prior to that time upon sixty (60)
days written notice. Should such right of termination be exercised,
then only the pro-rata portion of such installment coming due herein
shall be paid or shall the terminating party be liable for.
IN WITNESS WFiEREOF, the parties have caused this Agreement to be
executed the day and year first above written.
