This property is further described as Lot 112 Union Park. The original petition was to rezone from RM-2, a multi family district, to I-1 , a light industrial district. The purpose of this request is to provide employee parking. This matter was heard by the Current Planning & Zoning Committee on November 4, 1976. To prevent industrial encroachment on the residential neighborhood, Staff recommended amending the petition to request a change to P-1 , a parking district, rather than a light industrial district. The petitioner agreed to this suggested change. A motion to recommend approval of a rezoning from RM-2 to P-1 was made by Mr. Pangal , seconded by h1s. McGinley, and carried unanimously. On November 12, 1976 the Planning office received from the petitioner a proposed parking lot plan. Also, on November 12, 1976 the Planning Commission approved unanimously the Current Planning & Zoning Committee's recommendation. SUFFICIENCY: The appellant's request was filed on a long form rezoning petition, su scribe and sworn to before a Notary Public on May 4, 1976. It was declared sufficient by the Department of Finance & Management Services, Division of Assessments and Valuations, on June 30, 1976 and received by the City Planning Department July 13, 1976. B. PROPOSED USE: The appellant proposes to rezone from RM-2, a multi family residential district, to I-1 , a light industrial district. He intends to use the property for an employee parking lot. C. FRONTAGE AND AREA: This wedge shaped lot has a 40 foot frontage along Prior and narrows to 25 feet at the rear. Its total area is approximately 4620 square feet . D. SITE CONDITIONS: This flat vacant site is graded but not paved and is being used for parking. Previously it was the site of a single family home. The petitioner owns the property between Prior and the subject site and uses it for truck loading and unloading, a routine part of Midway . Sign's operations. East of the subject site is a triplex. Driveways on the site's northern and southern edges provide vehicular access from the alley and from Feronia, respectively. Across the street from the subject site is an old, poorly maintained, 19-unit apartment building. E. AREA CONDITIONS: This site is at the interface between a residential area and a ight in ustrial area. The area to the west and north is industrial and commercial . East and south of the subject site is a residential area of apartment buildings and large older homes. This once fine residential area around Lake Iris has been encroached upon and isolated over the years by the commercial and industrial development along University and Prior and by Interstate 94. F. FINDINGS: l . The property to the west is in an I-1 zoning district. 2. Because of truck movements,, it is difficult for employees of Midway: Sign to park in the open area west of the subject site. 4• By providing off street parking, employees need not park on residential streets. 5. The petitioner's desire to provide employee parking could instead be satisfied by a change to a P-1 zoning district. G. STAFF RECOMMENDATIONS: It is beneficial to the neighborhood as a whole that Midway Sign provide off street employee parking. However, it is questionable that a change to an I-1 zoning district is the best way to provide this parking. A change to I-1 opens the door for further industrial encroachment on a beleaguered residential neighborhood.
