Gerry Strathman stated this meeting is being held to hear objections to a license for Mallards Recycling, 860 Payne Avenue. Kristine Schweinler reported this owner is applying for an auto body repair garage licensa. Zoning has been approved. Fire approval is pending, however, LIEP did receive notification thaf approval would be granted with the condition that there is no spray painting. LIEP recommended approval with the condition of no spray painting. Michael Wagner, 857/859/861 Payne Avenue, appeared and stated he is concerned about parking and that the license could be sublet or transferred to someone else. Parking is an issue on Payne Avenue, his concern is that automobiles in need of repair, will be parked on the street. Gerry Strathman asked if there is adequate parking on the premise for this type of business. Ms. Schweinler responded there was an existing business of the same type prior to the current owner, Mallard Teal, with adequate parking. In response to Mr. Strathman's- question, is it necessary to park cars on the street, Ms Schweinler responded there is parking space in the back of the building. Mr. Wagner stated the prior owner did park cars on the street. Mr. Strathman asked about the concern of the business being transferred or sublet. Mr. Wagner responded his concern would be who the new party wouTd be if a transfer or sublet was done. Ms. Schweinler stated license held in Saint Paul are nontransferable. Anyone who would take over a btisiuess would have to submit a new application. Mailard Teal, owner, appeared and stated the building was purchaseci in 1988. When money has been available, improvements to the building were made. A leasing program was in place and tl�e prior owners did go through the pxoper steps of applying for a licence under their own name and establishment. However, the lease did not work out. The leaser did not pay rent, and was recldess in handling the business. There were times when there was up to thirty cars on site, and half of those cars were parked on Payne Avenue, in different stages of repair. A new license was applied for by Mr. Mallard. There is enough parking behind the building to park automobiles. There is a parking problem on Payne Avenue. The issue of parking in front of Mallards Recycling will no longer be an issue, and the establishment will be downsized. There will be o �-3 anoiher employee working a stall within the building, not a partner, and an agreement has been made that there will be two cars per person on site. There is enough room in the back parking lot to accommodate ten vehicles. In response to Mr. Strathmans question about who will be running the business, Mr. Mallard responded he wi]] be running the business. Mr. Mallard asked about the spray painting condition, there is a paint booth located on the building premises that is used. Mr, Strathman asked, if thera is a paint booth, is spray painting allowed.
