Attached is an ordir�.ance amending Ordinance No. 6446 , creating the position title "City Information and Complaint Officer" and placing the title in Grade 9 of the Professional-Administrative Group. This ordinance will establish the position in the Uriclassified Service. - The Office of Information and Complaint has been functioning for over a year-and-a-half using a combination of regular city employees and CETA staff. During that time, the office has compiled an impressive record of responding to the concerns of the citizens of Saint Paul. The office serves as the official focal point for any citizen who has a complaint about the operation of city governmer�t. So successful has the office been, in fact, that it receives complaints which go beyond the scope of city government and involve the resolution of problems that citizens experience with other levels of government. It is my recommzndation that this posi.tion be unclassified so that the Information and Complaint Officer will serve at the wzll and pleasure of the i�iayor. Tnis makes sense since it is imperative that the zmployee filling this position have the complete trust of_ the I�4ayor. As a �r�ember of the I�:ayor' s staff, the employee must have the authority to speak for the Mayor �,rher� dealing �vith all levels of governnent. . �—`:':-.�-�"�''�J . ��9•�52 Council President and Honorable =2- June 21, 1977 Members of the City Council Further, it is important that the Information and Complaint Officer feel a direct accountability to the Mayor, just as the Mayor is directly accountable to the citizens of Saint Paul. Tne recomn:endation to place the title in Grade 9 is based upon the recommendation of the PersonneZ Office, These ordinances are being submitted directly to the City Council and not through the Civil Service Commission. This procedure is in accordance with Chapter 3, Section 3. 01. 6 of the City Charter. This procedure has been used in the past to create other positions in the P4ayor's Office. I have also attached ordinances which amend the administrative code by establishing the qualifications and duties of the Information and Complaint Officer as a position within the Office of the riayor.
