Ramsey County has provided the attached materials regazding a request from the prior owners to
repurchase land forfeited to the State of Minnesota, "Trust Exempt." Ramsey County Board
policy is to refer such applications to the City for a recommendation to approve or deny the
repurchase application.
Please review information regazding the properiy and initiate a Council Resolution recommending
approval or denial of this repurchase appiication. If you wish for Council Research to prepare this
resolution, please advise.

Enclosed please find a repurchase applications, received from the prior owner(s),
for land forFeited to the State of Minnesota, "Trust ExempY'.
Recent County Board policy adopted December 21, 1999, No. 99-507, allows for
"each repurchase application to be referred to the municipality in which the
property is located. The municipality will document whether the property is
considered a municipal problem based on documented police, building code,
illegal activity, or health violations within the past five years. The municipality, by
resolution, shall recommend that the County Board approve or deny the
repurchase application and return the repurchase application to Ramsey County
along with the resolution and documentation of any violations."
Along with a copy of the repurchase application, enclosed are the following
documents to assist you: 1) Code Violation Reports; 2) Police history summary;
and 3) Resolution No. 99-507, regarding the Tax Forfeited Lands repurchase
policy recently adopted. While the repurchase policy does not have a specific
timeline for action by the City Council, we ask that, if possible, we receive the
Council's recommendation within 60 days.
Pfease forward a certified copy of the Council's resolution to the Tax Forfeited

and equitable process for the repurchase of tax forfeited land that
wi11 correct any undue hardship or injustice or promote the.use of
such lands that wi11 serve the public interest; and

governing the use and maintenance of prop�rties in their
jurisdictions and supports efforts of 1oca1 governments to

b) Hearing procedures
The Finance, Personnel and Management Committee will review the
anplication and the recommendation from the runicipality. The
applicant will be allowed to present any inforr.ation that may be
pertinent. The Chair of the Committee may allo�,r other interested
persons to present pertinent informaCion. Based on the information
preserted on the application, 'the recommendation from the
municipality and information presented at the hearing, the
Committee will recommend approval or denial of the application. The
Committee may include restrictions or conditions on the repurchase.
The final recommendation o£ the Committee wi11 b� forwarded to the
Ramsey County Board of Commissioners.
c) County Board Procedures
Recommendations from the Finance, Personnel and Management

a) Code Compliance
Any property that is being repurchased but is cor.c�,:�ned at the time
of repurchase sha11 be subject to code compliance. Tne repurchaser
shall present and file a certificate of code co-.�liance with th�
Director within six months from the date of Councy Board approval.
The certificate of code compliance muat be certified by an
appropriate city official and must' ?ndicate that the property has
been inspected and that it conforms with any ord=nances, building
and zoning laws applicable to the property. Tnes� conditions of
repurchase will be entered on the repurchase receipt and, if the
repurchaser defaults on the code compliance reauirement, the
repurchase and the installment contract sha11 be subject to
cancellation as provided in Minnesota Statutes, s�ction 559.21.
b) Insurance Requirements
Repurchasers of tax forfeited properties that h:ve structures ana
are being repurchased under a contract must provide proof of
insurance in an amount equal to the Assessor's c:ar'r,et value of the
structure and must have P.amsey County listed as addit?onal insured
on the policy; and Be It Further

applications received after January 1, 200C and supersedes

Enclosed please find a repurchase applications, received from the prior owner(s),
for land forFeited to the State of Minnesota, "Trust ExempY'.
Recent County Board policy adopted December 21, 1999, No. 99-507, allows for
"each repurchase application to be referred to the municipality in which the
property is located. The municipality will document whether the property is
considered a municipal problem based on documented police, building code,
illegal activity, or health violations within the past five years. The municipality, by
resolution, shall recommend that the County Board approve or deny the
repurchase application and return the repurchase application to Ramsey County
along with the resolution and documentation of any violations."
Along with a copy of the repurchase application, enclosed are the following
documents to assist you: 1) Code Violation Reports; 2) Police history summary;
and 3) Resolution No. 99-507, regarding the Tax Forfeited Lands repurchase
policy recently adopted. While the repurchase policy does not have a specific
timeline for action by the City Council, we ask that, if possible, we receive the
Council's recommendation within 60 days.
Pfease forward a certified copy of the Council's resolution to the Tax Forfeited

consistent with Minnesota Statutes and refleccs the Board's
standards for promoting the public interest; and

and equitable process for the repurchase of tax forfeited land that
wi11 correct any undue hardship or injustice or promote the.use of
such lands that wi11 serve the public interest; and

the responsib?lity of 1oca1 governments to establish ordinances
governing the use and maintenance of prop�rties in their
jurisdictions and supports efforts of 1oca1 governments to
strengthen neighborhoods by ridding the neighborhoods of nuisances;

RESOLVED, That the Ramsey County Board of Co�missioners wi11

ocvner upon a finding by the Board that such repurcnase either will

The Finance, Personnel and Management Committee will review the
anplication and the recommendation from the runicipality. The
applicant will be allowed to present any inforr.ation that may be
pertinent. The Chair of the Committee may allo�,r other interested
persons to present pertinent informaCion. Based on the information
preserted on the application, 'the recommendation from the
municipality and information presented at the hearing, the
Committee will recommend approval or denial of the application. The
Committee may include restrictions or conditions on the repurchase.
The final recommendation o£ the Committee wi11 b� forwarded to the
Ramsey County Board of Commissioners.

a) Code Compliance
Any property that is being repurchased but is cor.c�,:�ned at the time
of repurchase sha11 be subject to code compliance. Tne repurchaser
shall present and file a certificate of code co-.�liance with th�
Director within six months from the date of Councy Board approval.
The certificate of code compliance muat be certified by an
appropriate city official and must' ?ndicate that the property has
been inspected and that it conforms with any ord=nances, building
and zoning laws applicable to the property. Tnes� conditions of
repurchase will be entered on the repurchase receipt and, if the
repurchaser defaults on the code compliance reauirement, the
repurchase and the installment contract sha11 be subject to
cancellation as provided in Minnesota Statutes, s�ction 559.21.
b) Insurance Requirements
Repurchasers of tax forfeited properties that h:ve structures ana
are being repurchased under a contract must provide proof of
insurance in an amount equal to the Assessor's c:ar'r,et value of the
structure and must have P.amsey County listed as addit?onal insured
on the policy; and Be It Further

consistent with Minnesota Statutes and refleccs the Board's
standards for promoting the public interest; and
WHEREAS, The Ramsey County Board intends to establish a fair
and equitable process for the repurchase of tax forfeited land that
wi11 correct any undue hardship or injustice or promote the.use of
such lands that wi11 serve the public interest; and

the responsib?lity of 1oca1 governments to establish ordinances
governing the use and maintenance of prop�rties in their
jurisdictions and supports efforts of 1oca1 governments to
strengthen neighborhoods by ridding the neighborhoods of nuisances;

RESOLVED, That the Ramsey County Board of Co�missioners wi11

ocvner upon a finding by the Board that such repurcnase either will
correct any undue hardship or injustice resulting from the

If a municipality finds no.violations in the past five years, the
Director will forward the application to the Countv Board with the
recommendation to approve the application. If a municipality finds

b) Hearing procedures
The Finance, Personnel and Management Committee will review the
anplication and the recommendation from the runicipality. The
applicant will be allowed to present any inforr.ation that may be
pertinent. The Chair of the Committee may allo�,r other interested
persons to present pertinent informaCion. Based on the information
preserted on the application, 'the recommendation from the
municipality and information presented at the hearing, the
Committee will recommend approval or denial of the application. The
Committee may include restrictions or conditions on the repurchase.
The final recommendation o£ the Committee wi11 b� forwarded to the
Ramsey County Board of Commissioners.
c) County Board Procedures
Recommendations from the Finance, Personnel and Management

a) Code Compliance
Any property that is being repurchased but is cor.c�,:�ned at the time
of repurchase sha11 be subject to code compliance. Tne repurchaser
shall present and file a certificate of code co-.�liance with th�
Director within six months from the date of Councy Board approval.
The certificate of code compliance muat be certified by an
appropriate city official and must' ?ndicate that the property has
been inspected and that it conforms with any ord=nances, building
and zoning laws applicable to the property. Tnes� conditions of
repurchase will be entered on the repurchase receipt and, if the
repurchaser defaults on the code compliance reauirement, the
repurchase and the installment contract sha11 be subject to
cancellation as provided in Minnesota Statutes, s�ction 559.21.
b) Insurance Requirements
Repurchasers of tax forfeited properties that h:ve structures ana
are being repurchased under a contract must provide proof of
insurance in an amount equal to the Assessor's c:ar'r,et value of the
structure and must have P.amsey County listed as addit?onal insured
on the policy; and Be It Further

applications received after January 1, 200C and supersedes
