WHEREAS, Ms. Constance Marie Schumann, 1205 Westminster
Street, Saint Paul, is the holder of Masseuse License No. 4877;
and
WHEREAS, Joseph F. Carchedi, License Inspector, recommended
revoca.tion of said license on the following grounds:
"1. September 8, 1977. While employed as a
cnasseuse at Pam Sauna, 540 N. Prior, St. Paul,
did give a massage to a customer at 12:42 A.M.
2. September 8, 1977 . While employed as a
masseuse at Pam Sauna, 540 N. Prior, St. Paul,
did engage in the solicitation and/or acts of
�rostitution.";
and
�TfiEREAS, the recommendation and grou�ds for the recommenda-
tion �rere communicated to the Iicens�� irr writing by certif�ed
lette� to the licensee on September 23, 1977, and October 12,
1977, and by certified letter to her attorney, Aurelio P. Nardi,
on Oc�tober 12, 1977; and
�WEIEREAS, a hearing was held before the License Committee on
Octob�er 26, 1977, at or after 9:00 A.M. , at which Mr. Nardi
appeared, and indicated that the licensee did not wish to appear
at the hearing; and
WHEREAS, at such hearing testimony was received under oath,
recorded by a court reporter, and counsel for the licensee was

afforded the ppportunity to cross-examine all witnesses and
present evidence and testimony on behalf of the licensee; and
WHEREAS, the License Committee heard testimony from Joseph
F. Carchedi, License Inspector, and Sgt. Gary Bohn, Vice Unit of
the Saint Paxzl Police Department, and received two documentary
exhibits; and
WHEREAS, the evidence established that on September 8, 1977,
the licensee gave a powder ma.ssage to a police officer after the
hour of 10:00 P.M. in violation of the or dinance, and at the
same time, offered to perform various sexual acts for money in
violation of both local ordinances and state statutes; and that no
evidence was offered on behalf of the licensee; and
WHEREAS, the License Committee by a vote of 3-0 voted to
recommend to the Council of the City of Saint Paul that the
licensee' s masseuse license be revoked, after hearing the evidence
and receiving the exhibits; and
WHEREAS, a �opy of this resolution as reported by the
License Committee has been ma.iled to the licensee and her attorney
prior to its consideration by the Council; now, therefore, be it
RESOLVED, that Masseuse License No. 4877, held by Ms.
Constance Maxie Schumann, is hereby revoked and denied, effective
upon publication of this resolution as required by Charter.
