1 WxEREAS, the City of St. Paul Office of Human Resources provide�s candid
2 for the operation of the city government for the City of Saint Paul; and
3 WHEREAS, the Office of Human Resources is at times unable to
4 temporary employment positions; and

5 WHEREAS, Secrion 86.11 of the Saint Paul Administrativ Code requires that all managed
6 competition contracts be expressly authorized by the City by resol on, now therefore be it
7 RESOLVED, that the City Council supports the Office Human Resources efforts to meet City
8 deparlment's needs for short term temporary workers and a thorizes the Office of Human Resources to
9 work through the Division of Contract and Analysis Se ices to establish two-year contracts for such
10 services with outside vendors; and be it further
11 RESOLVED, that an employee from an

4. The practice of hiring t�mporary Building Trades workers from the hiring halls will continue and
not be affected by an�waiving of the managed competition ordinance. And be it further
RESOLVED, that to a oidunnecessary disputes and to enable more effective filling ofvacancies, Union
and City representariv s shall meet and establish criteria to be used in determining appropriate use of
contracted workers d to develop alternatives to contracting out that would improve the City's ability to
recruit and retain e ployees. Agreed upon alternatives will be recommended to the City Council no later
than June 1, 20 ; and be it furflier
