Paul is the capital of Minnesota. It has a population of approximately 275, 000 and an area of about 56 square miles . It is one of the oldest cities in Minnesota. It is the "core" city for the entire East Metro area. As such it is the center of many social, civic, business, industrial, religious and other concerns . Like many established core cities, St . Paul has seen substantial growth in the surrounding suburbs . These suburbs have drawn many middle class residents out of St . Paul . This has left St . Paul with a large lower class . Due to a past history of S.E. Asi�an , settlement in St . Paul, and new immigrants from refugee camps that are closing, St . Paul has become home to a very large S .E. Asian community. The Hispanic community has also experienced a steady growth in St .Paul . Cultural and language problems have placed added burdens on the agencies serving this diverse population. Many of the new immigrants know little of our laws, especially traffic laws . Older neighborhoods, built when trolleys provided much of the transportation in the City, have stagnated. Modern mass transist consists of buses . Bus ridership is declining as service drops due to decreasing budgets . Nearly all available land within the City limits has been developed. New development consists primarily of tearing down old structures, with a variety of inherent problems, to build new structure . This process is expensive . The tax base in St . Paul is also stagnant . The current Mayor has promised not to raise property taxes . The projected 1997 budget for the St . Paul Police Department is $800, 000 less than the current budget . The 1997 police labor contract with the City has no� been settled to date . Salary increases estimated . from com�anion bargaining units suggest a modest cost of living raise fo� police officers . This raise has not been figured into the 1997 poiice budget . If left unresolved, the total sworn personnel in the St . Paul Police may decline in 1997 . Plans are already und�rway to reduce middle managers in the Police Department . See attached data.; �. �. � � c._ ���9 Page 2 Tags : The number of tags being issued has steadily declined since 1991 . S&S funds and a special City Council grant helped increase tag levels in 1995 . See attached limited data. All of the census and demographic data suggest that the City of St . Paul will see a significant increase in juveniles ages 12 to 17 in the next few years . Some graphs suggest that the increase could be 200 . These are the prime ages at which children commit crimes including traffic offenses . Children of driving age in this group lack both experience and judgement . See attached charts . A review of the 1995 crash statistics for 1995 shows that St . Paul is below the mean in every category for alcohol related deaths and • injuries and seat belt non use . Ramsey County is closer to the mean and in one case exceeds the mean for these same categories. A close look at the two neighboring counties, Washington and Dakota County, shows that they generally greatly exceed the statisticcal mean in these categories . One interpretation that can be inferred from this data is that St . Paul, with its predominence of urban 30 MPH streets, should probably have fewer fatal accidents . However, as residents and workers leave St . Paul and travel to the surrounding bedroom communities and outlaying recreational areas, speeds and road conditions change . If traffic safety measures taken in St . Paul induce people to continue their behavior outside of St . Paul, overall safety should improve . For example, large numbers of persons enter outbound freeways from downtown St . Paul every day. Past S&S seat belt surveys have been conducted on the entrance ramps to these freeways . If the persons leaving the relatively slow congested traffic of downtown St . Paul are not buckled up when they enter the freeways, they will not be buckled up when they get off onto the two lane County Trunk Highways, the most dangerous roadways in any state . !he problem is getting people educated in the saier areas of the metro area so they can drive prepared into the more dangerous are:.s . The officers have been happy to work the overtime . A joint education project at Hill-Murray H.S . in May of 1996 involved the Maplewood P.D. , the St . Paul P.D. , the State Patrol and a Boy Scout Eagle Project . It was viewed as a great success . Maplewood and St . Paul Police Departments put together a display consisting of a crashed motorcycle involving a DUI fatality. After traveling to various parts of the state the display was given to the Minnesota Motorcycle Safety Program for use in their educational efforts . SPPD T&A has also developed a good working relationship with MADD. The SPPD T&A is in the process of assisting MADD with a display for the State Fair. Some assistance will be given to the organizers of the September Safe & Sober Run in St . Paul . Summary of the Problem: St . Paul is a declining core city. It has a stagnant or decreasing tax base which is causing stagnation or a decline in its overall resources . As resources are eroding the problems facing the City are growing. The poverty level in the city is increasing. New immigrants create additonal burdens on government services . These are problems unique to a core city like St . Paul . With the possible exception of some first ring suburbs, the majority of the surrounding communities are well off and have more and better resources to deal with less significant problems . Admittedly, St . Paul is below the mean for alcohol and non seat- belt related deaths and injuries . But our surrounding communities satistics are above the means . Of all the bordering communities in the east Metro area, only Maplewood and East Metro State Patrol obtained S&S grants . The effect that these three agencies have on the drivers they contact will have an overall impact on the entire East Metro area. That population is much larger than Maplewood and S� . Paul and is steadily growing. Ii Maplewood and the State Patrol renew their 1997 S&S Grants, the SPPD T&A Unit will continue the cooperative relationships that we have developed w�th them to date . Yet they realize that they are simply part of a team that collectively wi11 slowly cause searbelt usage to climb while deaths and injuries drop. � . . �,�-��� Page 4 In my opinion, three things drive the SPPD Traffic Officers . Personal pride, competition, and money. The officers take pride in their work. T&A Officers are selected from over 300 sworn SPPD patrol officers . Competition to get into T&A is keen. Once in the unit, monthly reports are posted indicating tagging levels for each officer. The officers routinely compete against each other even as they work in teams . Money is a motivator. Some officers have families with young children. Three officers are potentially in their last five years of employment . Lots of overtime means a better pension when they retire using the PER.A high 5 calculations . The T&A Unit has not been having problems meeting or exceeding guidelines . The officers enthusiastically support extending the S&S Grant into 1997 . Objectives - The objectives of the SPPD T&A Unit for S&S are simple . Tags and arrests are the most effective tool that can be used to educate the population that is most resistive to the law. Persons that are safety conscious buckled up long ago and quit driving impaired. The T&A officers will strive to meet of greatly exceed all S&S goals . The T&A administration will continue to provide support by maintaining cooperation with other agencies and groups . We expect to be at Youth Jam again in 1997 . Spring Campaign: Youth related offenses vary widely. However wil will strive to achieve at least a 20% increase in juvenile status offense arrests during curfew sweeps . In addition, we will strive to achieve at least 60 to 80 additional tags related to curfew, underage consumption of alcohol or traffic offenses . Mid-Summer Campaign: This campaign will primarily consist of steady traffic enforcement . We w?11 strive to achieve a goal of . issuing an extra 500 trafiic tags during this campaign. La�e-Summer Campaign: We will str_v2 to achieve at least 50 extra sea� belt tags attributable solely to the S&S Program. Paul P.D. ' s current S&S Grant contract already covers the December 17, 1996 through January 2 , 1997 enforcement period. The 1997 S&S Grant application is for the second, third and fourth Federal quarters . We are requesting $27, 000 for the three enforcement campaigns . 85% would be devoted to salaries . This would result in 645 patrol officer hours . These hours would be equally divided between the three enforcement campaigns for a breakdown of 215 enforcement hours per campaign. ' Sgt . Larry Rogers will handle most administrative details and field supervision. His S&S salary will come out of $1350 in administrative S&S funds . Some money for Lt . Morehead, the unit supervisor, will also come out of the administrtive fund. Incentive, travel and operating cost will be waived so as to devote maximum hours to enforcement efforts . $2700 in S&S funds will be matched with $2700 in SPPD funds for traffic related equipment, most likely new PBTS and/or a new radar unit . Both Sgt . Rogers and Lt . Morehead will attend the October 23 training. Current plans are to conduct the 1997 campaigns in much the same manners as the 1996 campaigns are/will be conducted. Sprinci 1997 Campaian The focus will once again be on curfew sweeps, proms and graduation parties . S&S officers will join forces with officers operating with special functs or grants from juvenile programs . Coordinated curfew sweeps will be conducted in various parts o= the city on weekenas or holidays when young peop�e are out and likely to be drinkir.g and/e� drivincr late at night . The experimer_�al mock crash program at Hill-Murray H. S . last Sprirg was a success . Assistance with a similiar education effort will be offered to one or more area high schools in 1997 . Red Rock Road, a notorious �.11egal drag stri� where youths hang out will acain b� a prime target for °�-=�r��:�:�nt . Coop�ra��ve p�oGrams w_�_. The various contractors and their employees were pleased with our enforcement efiorts . We worked with City Public 6�lorks to modiiy signs to put dr_vers on additio�al notice to � d� ` -11�'9 Page 6 slow down in construction zones . The doubling of the fines in the construction zones ceratinly helps send the appropriate message . Give,n the success fo this years July campaign, we v�ill simply repeat it next year. The Late-Summer Campaicrn We have had no experience with a late summer seat belt campaign. Plans for this summer are to concentrate enforcement efforts around the State Fairgrounds . The impact of the campaign should go far beyond the local area. If successful in 1996 the same concept will be repeated in 1997 . I have met the Buckle-Up coordinator for . Minnesota and her cooperation will be sought i� both campaigns . Public Education and Media Relations The SPPD T&A Unit will again be a presence at Youth Jam in St . Cloud in early 1997 . A solid working relationship will be maintained with MADD. The Mayors Citizen Service Office will continue to write press releases and assist with media relations. Media persons will be encouraged to ride-along. One or more area high schools will be given training or assistance in staging a mock crash in the spring before a prom or graduation. In the Fall of 1996 I will hopefully be working with the Staff at St . Paul Ramsey Hospital to assess the number of impaired drivers entering emergency rooms who are not being caught by law enforcement . Ten officers will be sent to available Advanced SFST. Sgt . Rogers and/or Lt . Morehead will attend the Oct 23rd training session. Evaluation All officers will be required to maintain a separate S&S work log showing contacts made, arrests and other data. Sgt . Rogers will compile this data to determine compliance with S&S goals . Media information and education efforts will be handled by Lt . Morehead. The St . Paul Police Explorer Post will assist with seat belt survey � before and after each campaign. - The SPPD Systems Unit has some abilities to track data now. Sgt . Rogers will hand tally all S&S tagging information. If time permits, Officer Stoterau wil spot check a small percentage of selected categories of tags to determine prosecutorial success . Reports and Plans Plans for the three enforcement campaigns will be submitted on or before March 26, 1997, June 11, 1997 and August 1, 1997 . Equipment The SPPD T&A Unit has 8 unmarked traf�ic cars equiped with various brands of radar, 2 laser speed detec�ion guns, 2 intoxilyzers, 5 PBTs (som� needing repair) and var�ous other trafiic related equiprnent . One car nas an on-board vid�o camerG. The city recently built a home made version or a speed trailer. That is being deployed ir_ construction zones . One of the traffic cars is a 1995 Yukon. This experience has given the unit time to learn how the program works . The staff is comfortable with the program and is meeting its goals . The members of the unit have been polled and they all want to continue the S&S Program into 1997 . SPPD T&A will do a good job for S&S . ,� �
