96-1175 i ; ! �-; Council File# — � ,;� �� ��� � . � ��;''; � w # Green Sheet# 3 � RESOLUTION 1 OF SAINT PAUL, MINNESOTA a�,s Presented by Referred To Committee Date � 1 WI�REAS,both the Saint Paul City Council and the Ramsey County Board have passed resolutions endorsing a 2 Joint Powers Agreement for the merger of the Saint Paul and Ramsey County Public Health Departments; and 3 WHEREAS, the Saint Paul City Council and Ramsey County Board are meeting to work out the differences 4 between their separate resolutions; and 5 WHEREAS, one issue of major concern continues to be the resolution of the future of City employees as the City's 6 Health Department is merged into the County; and 7 WHEREAS, the Council desires the administration to begin bargaining with the affected bargaining units, and 8 WHEREAS, no negotiations have yet occurred between the administration and the bargaining units of the City; 9 THEREFORE, BE IT RESOLVED, that the administration draft initial bargaining positions regarding the 10 following issues: 11 - Seniority Rights 12 -Distinguishing between City and County jobs in the event of a layoff 13 -Bargaining unit status of employees who transfer or promote to County positions 14 - Comparability of job titles and grades 15 - Wage rates for titles currently not used by Ramsey County 16 - Grievance procedure - County Manager vs. City Employee 17 -Transfer and bumping rights back to the City 18 - Maintenance of sick leave, retirement benefits, vacation, severance pay as employees transfer or promote to 19 County positions 20 - Method of filling vacancies 21 - Promotion Rights 22 -Job security 23 -Terms and conditions of employment affected by relocation of Housing Code unit 1 - 2 - °l (,- t1�15, 2 AND BE IT FURTHER RESOLVED,that the administration report back to the Council in closed session 3 within thirty days to formulate the City's position in negotiations; and 4 BE IT FINALLY RESOLVED,that the Saint Paul City Council urges the Ramsey County Board to address 5 these same issues as they apply to the affected bargaining units.
