Mr. Nowlin is a 1968 graduate of the University of Minnesota Law School. He began his legal practice with Land O'Lakes in 1971. From 1973 to 1979 he served as chief staff counsel for the Metropolitan Council, and from 1979 to 1989 Mr. Nowlin was a partner at the Larkin, Hoffraan, Daly & Lindgren firm. Mr. Nowlin has practiced in the environmental, waste and land use law azea througho�t his career. His practice involves: structuring, contracting and securing governmental authorizations for complex land and water uses, including waste facilities, feedlots, gravel mines, mazinas and PUDs; handling all types of environmental, regulatory and Superfund matters for public and private entities; securing contaminate� land clearances and funding, including legislative change; appellate briefing for land use and environmental cases; handling MPCA authorizaiton and enforcement matters; and providing assistance to businesses on air and water quality, solid and hazardous waste, sewage, noise, odor and other environmental issues. Mr. Nowlin's concentration in the environmental and land use azea grew principally from his work in writing laws and regulations for the Metropolitan Council. Much of his practice involves regulatory and administrative matters with the Minnesota Pollution Control�Agency, Department of Natural Resources, and Metropolitan Council. Some of Mr. Nowlin's more successful efforts include: • Assisting the cities of Woodbury and Cottage Grove in securing Metropolitan Urban Service Area expansions • Securing Metro Council authorization for the construction of the Lake Ann-Red Rock Lake metropolitan interceptor � Negotiating stipulation agreements and securing permits and variances from the MPCA for vaziees �ir and wate* q�sality, waste storage and d�spos�l, noise and odor matters • Securing authorizations for the construction and expansion of landfills and waste processing facilities • Successfully briefing controversial land use appeals involving developments in the cities of Afton, Saint Paul, and Chanhassen, and appeals involving environmental assessment and impact statement matters • Supervising and administering Superfund site study, remedial action, cost recovery and insurance litigation efforts Mr. Nowlin is a frequent lecturer on matters dealing with solid waste, ground water contamination, and land use planning legislation and litigation. He belongs to the Minnesota Planning Association, the Industrial Council on Environmental Management, and is the former director of the Sensible Land Use Coalition.
