RESOLUTION

1 WHEREAS,the City of Saint Paul City Council has authorized the use of$1 million
2 (CF 96-989)towards the construction of an additional sheet of ice at the Highland Arena,
3 hereinafter referred to as the "Highland project", and
4 WHEREAS,this authorization was made contingent upon the Highland project being
5 reviewed by the Saint Paul Long Range Capital Improvement Committee and it receiving
6 sufficient additional funds from other sources, including Ramsey County and State Mighty
7 Ducks funds administered by the Minnesota Amateur Sports Commission(MASC),to meet the
8 entire project costs,which were listed at$2.6 million, and
9 WHEREAS,on September 3, 1996,the Ramsey County Board of Commissioners
10 authorized a$2.6 million amendment to the Ramsey County 1997 Capital Improvement Budget
i l for the Highland project including $1.25 million of 1997 County Capital Improvement Bonds in
12 addition to the $1 million City of Saint Paul contribution; and
13 WHEREAS, on September 12, 1996,the Saint Paul Long Range Capital Improvements
14 Committee reviewed the Highland project, and
15 WHEREAS,the deadline for applications to the MASC for 1996 "Mighty Ducks" grants
16 is October 4, 1996;
17 NOW,THEREFORE, BE IT RESOLVED,that the proper City officials are authorized
18 to prepare and submit applications, in cooperation with Ramsey County,to the MASC for a
19 $250,000 "Mighty Ducks" new construction grant and a"Mighty Ducks" renovation grant of up
2 o to $100,000, and
21 BE IT FURTHER RESOLVED,that the proper City officials are authorized to make
2 2 the appropriate contacts with the Saint Paul Water Utility necessary for gaining land use
23 approvals for proceeding with the Highland project, and
24 BE IT FURTHER RESOLVED,that the proper City officials are authorized to
2 5 participate in planning efforts for the Highland project, including the establishment of a joint
2 6 planning team to include representatives of the Highland Hockey Community in addition to staff
2 7 from both the City of Saint Paul and Ramsey County, and

2 8 BE IT FINALLY RESOLVED,that the proper City officials are authorized to negotiate
2 9 an agreement with Ramsey County for the use of$1 million of City of Saint Paul funding
3 0 (Highland Ice Arena Project)towards completion of the Highland project in combination with
31 $1.25 million of 1997 Ramsey County Capital Improvement Program bonds and State of
3 2 Minnesota Mighty Ducks grant funds.
