96-1153 � Council File # �� S 3 0 R � � i N A L Green Sheet # 3$�0�g RESOLUTION T F T PAUL, MINNESOTA aS Presented By Referred To Committee: Date RSSOLIITION ELSCTING TO CONTINUE PARTICIPATING IN THB LOCAL HOIISING INCSNTIVES ACCOUNT PROGRAM IINDER THB METROPOLITAN LIVABLE3 COn�LJNITIBS ACT CALENDAR YEAR 1997 1 WHEREAS, the Metropolitan Livable Communities Act (Minnesota Statutes Section 473.25 2 to 473.254) establishes a Metropolitan Livable Communities Fund which is intended to 3 address housing and other development issues facing the metropolitan area defined by 4 Minnesota Statutes Section 473.121; and 5 6 WHEREAS, the Metropolitan Livable Communities Fund, comprising the Tax Base 7 Revitalization Account, the Livable Communities Demonstration Account and the Local 8 Housing Incentive Account, is intended to provide certain funding and other 9 assistance to metropolitan area municipalities; and 10 il WHEREAS, a metropolitan area municipality is not eligible to receive grants or loans 12 under the Metropolitan Livable Communities Fund or eligible to receive certain 13 polluted sites cleanup funding from the Minnesota Department of Trade and Economic 14 Development unless the municipality is participating in the Local Housing Incentives 15 Account Program under Minnesota Statutes Section 473.254; and 16 17 WHEREAS, the City of Saint Paul has already negotiated affordable and life-cycle 18 housing goals with the Metropolitan Council that are consistent with and promote the 19 policies of the Metropolitan Council as provided in the adopted Metropolitan 20 Development Guide; and 21 22 WHEREAS, the City of Saint Paul has already submitted its Housing Action Plan to the 23 Metropolitan Council; and 24 25 WHEREAS, the Metropolitan Council adopted, by resolution after a public hearing, 26 negotiated affordable and life-cycle housing goals for each participating 27 municipality including the City of Saint Paul; and 28 29 WHEREAS, a metropolitan area municipality which elects to participate in the Local 30 Housing Incentives Account Program must do so by November 15 each year, 31 32 NOW, THEREFORE, BE IT RESOLVED THAT the City of Saint Paul hereby elects to 33 participate in the Local Housing Incentives Program under the Metropolitan Livable 34 Communities Act during the calendar year 1997.
