1 WHEREAS, the City of Saint Paul has provided wood waste disposal as an integral part of its
2 tree maintenance operations since 1977; and
3 WHEREAS, the 22 year old chipping equipment for processing the wood waste is no longer safe
4 or economical to operate and repair; and
5 WHEREAS, City staff have explored the costs and feasibility of various options for disposing of
6 wood waste resulting from tree maintenance operations, and
7 WI�REAS, it has been deternuned that the most reliable and cost-effective mode of handling
8 wood waste will require purchase of a replacement wood chipper; and
9 WHEREAS, the City desires to recover reasonable costs for processing its wood waste,
10 WI�REAS, the City has identified funding of$50,000 in the Tree Maintenance budget and
11 $250,000 in loan funds from the General Fund, and
12 WHEREAS, The Mayor, pursuant to Section 10.07.01 of the City charter, does certify that there
13 are available for appropriation, revenue in excess of those estimated in the 1996 budget, and
14 WHEREAS, Council File 277520, adopted October 1, 1981 did establish certain Special Fund
15 policies, and
16 WHEREAS, The Mayor recommends the following changes to the 1996 budget:

The Division of Parks and Recreation has operated a wood waste disposal site since 1977.
In January 1996 the primary chipper (which is 22 years old) broke down and can no longer
be safely operated. The Division has identified $50,000 in capital equipment and the
Budget Office has identified $250,000 to be loaned for a period of 5 years.

Brush and logs are currently being stockpiled at Pig's Eye Wood Recycling Center. If the
City has to dispose of this wood waste by hauling to Pine Bend it would cost approximately
$1 million per year.

SUBJECT: Resolution for Financing Replacement Wood Chipping Equipment
BACKGROUND: The Division of Parks and Recreation has operated a wood waste
disposal site since 1977 to dispose of brush and logs from City tree removal and
trimming operations. In January, 1996, the primary chipper (which is 22 years old)
broke down and can no longer be safely operated. The equipment has outlasted its
useful life. We are currently stockpiling brush and logs at the Pig's Eye Wood
Recycling Center until this problem is resolved. Space is limited and we need to
resolve this quickly.
REVIEW OF OPTIONS: We have fully evaluated seven (7) options ranging from
contracting out to landfilling wood waste. The least costly and most feasible alternative
is to replace the wood chipper with a new piece of equipment.
FINANCING: A new chipper is estimated to cost $300,000. $50,000 in capital
equipment has been identified in the Tree Maintenance budget (03195) and the Budget
Office has identified $250,000 to be loaned for a period of five (5) years, with
repayment starting in 1997. We will be identifying options for repaying the $50,000
per year over the next five years.
TIMELINE: We are within six weeks of running out of storage space on site with
limited options and no budget for temporary wood waste disposal. It is anticipated that
a chipper can be on site within a month from the date City Council authorizes funding.
The recent storm damage cleanup --primarily from the North End and Highland--has
increased the pressure to resolve this problem.
