The Division has identified $50,000 in capital equipment and the Budget Office has identified $250,000 to be loaned for a period of 5 years. If the City has to dispose of this wood waste by hauling to Pine Bend it would cost approximately $1 million per year. In January, 1996, the primary chipper (which is 22 years old) broke down and can no longer be safely operated. The equipment has outlasted its useful life. We are currently stockpiling brush and logs at the Pig's Eye Wood Recycling Center until this problem is resolved. Space is limited and we need to resolve this quickly. REVIEW OF OPTIONS: We have fully evaluated seven (7) options ranging from contracting out to landfilling wood waste. The least costly and most feasible alternative is to replace the wood chipper with a new piece of equipment. FINANCING: A new chipper is estimated to cost $300,000. $50,000 in capital equipment has been identified in the Tree Maintenance budget (03195) and the Budget Office has identified $250,000 to be loaned for a period of five (5) years, with repayment starting in 1997. We will be identifying options for repaying the $50,000 per year over the next five years. TIMELINE: We are within six weeks of running out of storage space on site with limited options and no budget for temporary wood waste disposal. It is anticipated that a chipper can be on site within a month from the date City Council authorizes funding. The recent storm damage cleanup --primarily from the North End and Highland--has increased the pressure to resolve this problem.
