3 Whereas, it is important to take advantage of opportunities for the City of Saint Paul to
4 provide jobs, promote economic vitality and tourism, and increase the visibility of the City;

6 Whereas, the Smithsonian Institute's exhibit which will be at the Saint Paul Civic Center this
7 fall is a major such opportunity for the City;
8
9 Whereas, it is necessary for the Smithsonian Institute's exhibit to be well planned;
10
11 Whereas, the Trans World Airline Company (TWA) has offered to provide airfare to up to
12 two City staff people to visit Providence Rhode Island where the Smithsonian Institute E�ibit
13 is currently located for the purpose of assisting in the planning of the exhibit when it is
14 located in Saint Paul;

16 Whereas, under state law and City Charter and Administrative Code, the City of Saint Paul
17 can accept gifts for and on behalf of the City, which gifts then become property of the City
18 and are available for appropriation by the City Council for public purposes.

20 Now, Therefore, be it Resolved by the Saint Paul City Council:

22 1. The City Council accepts the offer of TWA to provide travel and related expenses
23 (hereafter "Gift") for a trip to Providence Rhode Island from on or about September 11, 1996
24 through on or about September 15, 1996 for up to two City staff people.

2 2. The City Council appropriates the use of the Gift to the Office of the Mayor for the
3 purpose of sending up to two City staff people to Providence, Rhode Island to assist in
4 planning the Smithsonian Institute's e�ibit at the Saint Paul Civic Center.

6 3. The City Council finds and determines that the City's acceptance and appropriation of the
7 Gift is of benefit to the citizens of Saint Paul and serves public purposes by promoting the
8 City for economic development and tourism related purposes.
