It has been proposed that the Port Authority of the City of 14 Saint Paul (the "Port Authority") , alone or jointly with the City of 15 Saint Paul, Minnesota (the "City") , establish the Williams Hill Tax � 16 Increment Financing District and hazardous substance subdistrict therein 17 (the "District") . 18 19 2. The Port Authority has investigated the facts and has caused to 20 be prepared a proposed tax increment financing plan (the "Plan") for the 21 District which has been submitted to the City Council of the City (the 22 "Council") for its review. 23 24 3 . It is also proposed that the Council call for a public hearing 25 regarding the Plan and direct that the Plan be sent by the Port Authority 26 to the applicable taxing jurisdictions. 27 28 RESOLVED, by the City Council of the City of Saint Paul, Minnesota 29 (the "City") , as follows: 30 31 1. Public Hearinq. This Council shall meet on Wednesday, October 32 16, 1996, at approximately 4 : 30 p.m. , to hold a public hearing on the 33 proposed creation of the Williams Hill Tax Increment Financing District 34 and Hazardous Substance Subdistrict therein pursuant to and in accordance 35 with Minnesota Statutes, Sections 469 . 174 to 469. 179, inclusive, as 36 amended, in an effort to encourage the development and redevelopment of 37 certain designated areas within the City. 38 39 .' � �� � �- � �`E, �� � -I L' � � �� 40 2. �'il�.�c� Fo�f�rogram; Notice of Hearina. Copies of the Plan are on file with the City Clerk, Room 386, City Hall, and with the Port Authority, 345 St. Peter Street, 1900 Landmark Towers, and are available for inspection during regular business hours. Upon said public hearing all interested persons will be given opportunity to be heard or submit written comments and the City Council will consider, among other matters, as provided in Minnesota Statutes, Section 469 . 175, Subd. 3 � whether the Plan conforms to the Saint Paul Comprehensive Plan, (2) whether the Plan will afford maximum opportunity consistent with the sound needs of the City as a whole for the development of the Williams Hill area in cooperation with the private enterprise, and (3) whether the Plan should be approved. The Williams Hill Tax Increment District and the hazardous substance subdistrict therein encompass all property and adjacent rights-of-way as found on the attached map.
