RESOLUTION REQUESTING FEDERAL ACTION TO ADDRESS GREENHOUSE GAS EMISSIONS BY
INCLUDING CARBON DIOXIDE AMONG FEDERALLY REGULATED MAJOR POWER PLANT
POLLUTANTS AND BY FULLY FUNDING FEDERAL ENERGY EFFICIENCY AND
RENEWABLE ENERGY PROGRAMS
1 WFIEEREAS, the Saint Paul City Council has recognized the potentially devastating effects of global warming and the
2 need to reduce greenhouse gas emissions in an economically sound manner; and
3 WHEREAS, the world's most respected associarion of climate scientists, the International Panel on Climate Change
4 (II'CC), projects that global warming will be even more severe than previously thought, with temperatures this century
5 rising beriveen 2.5 and 10.4 degrees Fahrenheit and with the vast majority of wanning cleazly ariributable to human
6 activity; and
7 WHEREAS, Munich Re, the world's largest reinsurance company, estimates that the impacts of climate change caused by
8 global wazming will include extensive floods and drought, intense storms, increased disease, and damage to indus�ies
9 and infrastructure, with a projected cost to the world's economies of over $300 billion per year by 2050; and
10 WHEREAS, ciries beaz the brunt of the damage and costs of many of global warming's impacts, including: higher
11 temperatures increasing urban smog and aggravating asthma and other health problems impacting; sea level rise and
12 flooding threatening urban sewage systems and water quality; and more severe storms damaging urban infrastructure;
13 and
14 WIIEREAS, greenhouse gas emissions can be reduced in a cost-effective manner that enhaiices economic development
15 by applying currently available energy efficiency and conservation technologies and pracfices, as demonstrated by the
16 many energy efficiency, transportation efficiency, and renewable energy programs cities have implemented that help
17 save money, create jobs, and sh�engthen local economies and community livability; and
18 WHEREAS, rising natural gas and oil prices, as well as the current energy crisis affecting Westem states, threaten the
19 economy of cities and highlight the urgent need for energy conservation and efficiency; now therefore be it
20 RESOLVED, that the Saint Paul City Council supports the current considerafion by Congress and the Administration of
21 ways to include carbon dioxide, the primary greenhouse gas, among the major power plant pollutants; and be it further
22 RESOLVED, that regazdless of supply-focused policies undertaken to address the current energy crisis, the Saint Paul
23 Ciry Council believes that energy conservarion and efficiency should play a primary role in alleviating the energy crisis,
24 and that cities aze crifical in implementing and encouraging economically sound conservation and efficiency policies; and
25 be it finally

RESOLVED, that the Saint Paul City Council urges the Congress to fully fund federal energy efficiency and renewable
energy programs that allow ciries to reduce energy consumprion and increase efficiency, and thereby also cut greenhouse
gas exnissions, improve air quality, and cut cost; and the Saint Paul City Council calls upon the Congress and the
Administration to work together to make the issue of global warming a priority and to develop and implement policies
and programs that work with local communities to reduce domestic sources of greenhouse gas emissions, the pollution
that causes global wanning.
