1 RESOLVED, that the Council of the City of Saint Paul hereby approves and ratifies the attached
2 memorandum of agreement between the City of Saint Paul and the Minnesota Statewide District Council of
3 Carpenters. This memorandum of agreement amends the current contract to move one City benefitted
4 employee onto the outside rate. It is being done now becuase his enrollment period for union benefits is
5 August.

Memorandum of Agreement Between the City of Saint Paul and the Minnesota
Statewide District Council of Carpenters
This agreement represents the transformation of City employee Fred Washenberger from the City
benefitted rate to the outside wage and fringe package.
1641.89 hours of sick leave will be banked/frozen. Fred Washenberger will maintain the ability to
utilize his sick leave as long as he follows the conditions set by the City. These conditions include
but are not limited to providing doctors notes for extended sick leave.
If the total sick leave bank is above 1000 hours at the time of his retirement he will receive $5000
of severance pay. If his total sick leave bank falls below 1000 hours, he will receive no severance
payment.
City vacation accrual will discontinue effective August 3, 1996. All accrued vacation up to this
time can only be used as vacation.
The City agrees to provide the current contribution for health benefits for the 300 hours it takes
for his union insurance coverage to activate. As per the current contract the City will contribute
full single or 50% of the cost of the dependent premium for family coverage.
The transfer will become effective August 3, 1996.
The rate change will take effect as soon thereafter as possible. The transfer of benefits from the
City to the union will be effective on August 3, 1996.
The signing of this agreement prohibits Mr. Washenberger from transferring back to City benefits.
