On August 28 the City Council laid over the assessment ratification for two alleys,the alley in
Block 28,A. Gotzian's Rearrangement(bounded by Gotzian Street, Johnson Parkway and Third
Street) and the alley in Block 12, Michel and Robertson's Addition(bounded by Chatsworth,
James, Milton and Randolph). In the case of both alleys the actual cost to construct the alley was
higher than originally quoted to the property owners; so that the proposed assessment is 10%
higher than the initial proposed assessment.
The assessment policy covering alleys calls for 100%of the cost to be collected from the
benefiting property owners. The practice when the cost is higher than the original estimate is to
raise the assessment no more than 10%and fund any additional cost from Public Improvement
Aid.-
I recommend that you approve the assessment as proposed. Attached is a memo from Larry
Lueth that explains the reasons for the increased costs. If you have any questions please call me.

Original �reliminary estimate was $14.00/foot
After design, estimate was $17.00/foot
At hearing the assessment rate was backed down to $14.00/foot. _
The estimated quantities at the bid price reflected a consfruction cost of $3,504.64.
The final construction cost was $3,787.58, an 8% increase due to additional excavation.
The final product is very good with two very minor puddles (approximately 2'x5'and a
maximum of 1/4±" deep). The design grade is extremely flat due to elevations of
adjacent properties and these minor low spots are extremely difficult to avoid.
Michel & Robertson's Addition:
The estimated quantities at the bid price reflected a consiruction cost of $19,664.67
The final construction cost is $29, 571.38, an increase of $9,906.71 or 50%.
The reasons for the extreme increase are:
1. Additional sewer work added to be funded by Sewer I&I funds
Construction Cost = $3,417.00
2.- Additional sewer work added to the alley. The low point in the alley was relocated
22 feet easterly to better match the adjacent property; thus the sewer pipe length
increased. In addition, the subsoils in the sewer trench were oor, requiring 72 ton
of granular backfill. Construction �ost = $1,222.00
3. The drainage along the gutter line of Milton from the alley north to james, was
extremely poor and caused ponding in the alley apron at Milton. This gutter line
area was excavated and repaved. Construction Cost = $1,600.00
4. Other miscellaneous additional items. For the most part, additional width of
asphalt to match driveway aprons and adjacent parking areas.
Construction Cost = $3,667.00
