The Functional Consolidation Agresment with Ramsey County involves city/county route revisions over a 10 year period.
The city is turning over some existing MSA routes to Ramsey County,allowing the city to designate additional streets as MSA
routes.

Municipal State Aid (MSA) System Revisions
The above referenced Resolution authorizes transfer of some existing
Saint Paul Municipal State Aid routes to Ramsey County for redesignation as
County State Aid routes and designates some local streets as Municipal State
Aid routes.
The following MSA routes in your Ward will be transferred to the county:
COMO-HORTON AVENUE from Snelling Avenue to Lexington Parkway;
ENERGY PARK DRIVE from Trunk Highway 280 to Lexington Parkway;
FRONT AVENLTE from Lexington Parkway to Dale Street.
The County State Aid width standards are the same as the MSA width
standards. The existing widths and parking configurations on the three
above referenced streets meet the current State Aid width standards.
Therefore, it would not be necessary to widen the street or ban parking on
any of the three streets if they were reconstructed using County State Aid or
Municipal State Aid funds.

This resolution(96-1016)transfers some of our Municipal State Aid routes to Ramsey County and also designates
some local streets as Municpal State
Aid Routes.
Following is a short(as possible)summary of why we are proposing this resolution.
The funds generated from the state gas tax and license fees are distibuted as follows:
9%-Muncipal State Aid(MSA)System
29%-County State Aid(CSA)System
62%-MnDOT Trunk Highways
All cities over 5,000 population are allowed to designate 20%of their street mileage as Muncipal State Aid Routes.
In order to be designated as a
State Aid route,the street has to carry a relatively heavier traffic volume and/or connect points of major interest
which draw/produce traffic.
State Aid routes are eligible for State Aid funds for maintenance and construction. If we use the State Aid funds on
those routes,the street widths have to meet State Aid standards. There is a process which allows you to request a
variance to the standards.We are not required to meet standards if we use local funds to reconstruct the street. The
City assessment policy says if you use local funds on a MSA or County State Aid route,the residents are assessed
at the same rate as a residential street.
If MSA or County State Aid funds are used to fund the project,then the residents are assessed for only 30%of the
cost of lighting.
The Counties have a similar system,with their system being called the
County State Aid System. Their requirements for designating the roadways is somewhat different. I don't know all
the details. MnDot uses their share for work on Trunk Highways under their control.
The City of St. Paul's share of the Muncipal State Aid System Fund is based on a formula which apportions 50%of
the funds based on the each city's population and the other 50%of the funds based on construction needs of each
city's MSA street system. It is in a city's best interest to fully designate the allowed 20%of the street system mileage
as MSA routes in order to optimize the city's share of the funds based on construction needs.The city's current
MSA system is 158 miles.
In 1996,the city of St. Paul received a$4,150,817 population apportionment and a$4,227,825 Construction needs
apportionment for a total of$8,378,642,which is 9.23%of the total $90,740,650 of Muncipal State
Aid Funds which were apportioned to cities over 5,000 population.
Under our functional consolidation agreement with Ramsey County,over a ten year period,we will be transferring 32
miles of our higher volume MSA streets to the County,which they will be adding to their County State Aid
System. In most cases,they will pay us to maintain the County State Aid
Roadways within the City and they will fund reconstruction/overlays as part of their Capital Budget. As we are
making the transfers to the County,we need to designate a like amount of local streets as Municipal State Aid
Routes in order to maintain our MSA construction needs apportionment. Our construction needs apportionment is
roughly$27,000 per mile of MSA street.
If we did not designate 32 miles of local streets as MSA,we would lose roughly$850,000 a year in our MSA
apportionment.
The streets that we are proposing to be designated as part of Resolution
96-1016 are higher volume and more commercial/industrial in character,except for Annapolis street,which the
County is giving back to us as part of the Functional Consolidation Agreement. We will be proposing to add other
streets to the MSA system as the County continues to take over some of our MSA routes. Sometime this fall,we are
planning to develop a list of the full 32 miles of local streets that we propose to add to the MSA system. We have not
done this to date because our MSA expert,Greg
Peterson,is out on Construction Inspection. We will then be asking for
City Council review of the list.

We would like the resolution which is on the 8/28 Council Agenda passed because a)the County would like it
completed,because it affects some transactions of mileage that they are doing with suburban Ramsey County cities
b)We will collect some maintenance money from Ramsey County for maintaining these transferred routes for
remainder of 1986 and beyond,c)and we need to designate some local street mileage as MSA in order to maintain
our 1997 MSA apportionment.
I would like to emphasize we do not have to use the MSA funds on the streets we designate, but it opens up another
source of funding for those streets and more importantly maintains the level of the City's MSA construction needs
apportionment.
