No person shall deposit on any parkway any earth, clay, rubbish, sand, 2 stone, lumber or building material or any substance of any kind without a permit from the 3 director, and all such permits if given for building purposes shall be granted only to the 4 owners or occupants of the property to be built on, or in their name to their authorized agents, 5 and no permanent damage shall be done to any improvement on said parkway, and all 6 temporary damage or obstruction of any kind shall be made good or removed before the 7 expiration of the time for which such permit was given. 8 9 �b,�(-�} Moving of buildings, permits. No person shall cause to be moved or assist in 10 moving any building into or upon any parkway without first having obtained permission from 11 the director. 12 13 14 Section 3 15 16 Section 145.01 of the Saint Paul Legislative Code is hereby amended to read as 17 follows: 18 19 Sec. 145.01. Jurisdiction of division of parks and recreation and the department of 20 public works. , . 21 22 All those portions of those streets and avenues referred to in this chapter are set apart 23 and declared to be public parkways and boulevards in the City of Saint Paul, and the 24 department of nublic works is granted full and complete jurisdiction over 25 said avenues and streets between the designated points for all matters within the scope of 26 authority of Chapters 116 and 135 of the Le�islative Code. As to all matters relating to their 27 status as �arkwavs, the division of parks and recreation shall have the authoritv to improve, 28 regulate, and control the same as public parkways and boulevards of the City of Saint Paul. 29 30 31 Section 4 32 33 This ordinance shall take effect and be in force thirty (30) days following ����age, 34 approval and publication.
