96-1366 (� ,����Q � ,Q ,_ Council File# "�/���(p �l ,�I �� I q S° Green Sheet# 3��O �( RESOLUTION CITY OF SAINT PAUL, MINNESOTA � Presented by � Referred To Committee Date RESOL UTION SUBMITTING COMMENTS TO THE RAMSEY CO UNTY BOARD OF COMMISSIONERS ON THE EXPANSION OF THE JUVENILE DETENTION FACILITY 1 WHEREAS, Ramsey County has identified the need to expand its Juvenile Detention Facility 2 because 1) it has exhausted the alternatives to placing juveniles in the detention facility; 2) the current 3 facility often cannot accommodate the entire population it is intended to serve; and 3) projections 4 indicate that there will be at least a 29% increase in the relevant age group over the next 7 years; and 5 WHEREAS, representatives of Ramsey County presented the 6 options for the Juvenile Detention 6 Facility expansion to the Saint Paul City Council at its October 16, 1996 meeting; and 7 WHEREAS, the Saint Paul City Council considered the 6 current options for expansion relative to 8 the City's goals for the Seventh, Wabasha, Saint Peter and Exchange Streets area of the downtown ; 9 and 10 WHEREAS, the affected area of the downtown may face considerable parking shortages if this need 11 is not taken into account in the planning process for the facility; and 12 WHEREAS, at least one of the expansion options under consideration by the County will require 13 County acquisition of the Greyhound Bus Substation; and 14 WHEREAS, the City has been making significant efforts to revitalize the Wabasha Street corridor; 15 now, therefore, be it 16 RESOLVED, that the Saint Paul City Council submits the following comments to the Ramsey 17 County Board of Commissioners for use in its consideration of the expansion options for the Juvenile 18 Detention Facility: 19 1. The Saint Paul City Council encourages the County to consider all possible ways to provide 20 for a mixed use facade facing the Children's Museum on Seventh Street; and 21 2. The Saint Paul City Council encourages the County to work with Greyhound Bussing to 22 ensure continued service provision in Saint Paul should the relocation of the Greyhound Bus 23 Substation be necessary; and 1 9� . �.����� 24 3� :�k:' Given the current parking situation in this area of the downtown and that almost all of the 25 expansion options result in a decrease in available parking, the Saint Paul City Council 26 encourages the County to fully explore all ideas which would provide additional parking, 27 including the possible provision of underground parking and privately-developed nearby 28 offsite parking; and 29 �,,5r The Saint Paul City Council promotes the involvement of the City's design, Public Works 30 and Planning staff in the development and analysis of the expansion options for the Juvenile 31 Detention Facility; and 32 S`,•ff. The Saint Paul City Council encourages the co-location of the Curfew and Truancy Center, 33 currently seeking a permanent site, with the Juvenile Detention Facility; and 34 RESOLVED, that the Saint Paul City Council recognizes the importance of joint City-County 35 discussions on issues, such as the expansion of the Juvenile Detention Facility, which strongly affect 36 both jurisdictions and encourages such discussions in the future.
