TOTAL AMOUNT OF TRANSACTION S 560.609.00 COSTlREVENUE BUDGETED (CIRCLE ONE) YES NO FUNDINGSOURCE State of Minnesota t1CTIVIT'NUMBER C99-3H025 FINANCIAL INFORMATION: (EXPLAIN) ot-as� ORfGINAL Council File # O1� 140 Greea Sheet n 1�6Z�S RESOLUTION CITY OF SAINT PAUL, MINNESOTA Presented By Referred to a� Committee: Date 1 WHEREAS, the City of Saint Paul, Ramsey County and the Saint Paul Public Schools 2 comprise the Joint Properiy Tax Advisory Committee(JPTAC) pursuant to M.S. 383A.75, and 3 WHEREAS, the State of Minnesota created a Youth Initiative (Bonding) Grant Program 4 in 1996 and continued the program in 1998 to make available funding to design, furnish, equip, 5 repair, replace, or construct parks and recreation buildings and school buildings to provide youth 6 in grades fourth through eighth with enrichment activities during non-school hours and that will 7 provide equal access and progranuning for girls, and 8 WI-IEREAS, the membership bodies of JPTAC formed a steering committee for each 9 grant year to recommend projects to be included in the application to the State of Minnesota for 10 grant funding, and 11 WHEREAS, JPTAC reviewed and approved the recommendations of the steering 12 committees and passed them on to its membership's elected l�odies for review and consideration, 13 and 14 WHEREAS, in the 1996 grant program the Saint Paul City Council by its resolution 97- 15 1576 approved the Sackett Pazk Restoration project for $50,000 and the Martin Luther King 16 Community and Recreation Center project for $1,225,396, and 17 WHEREAS, in the 1998 grant program the Saint Paul City Council by its resolution 99- 18 632 approved the Martin Luther King Community & Recreation Center for $800,000 and by ifs 19 resolution 00-707 approved the Scheffer Recreation Center project for $510,609, and 20 WHEREAS, the Boys and Giris Club oi the Twin Cities has deciared that the Sacke?t 21 Park project will not be done and the $50,000 is therefore available for reallocation, and 22 WHEREAS, the additional funding needed for the Scheffer Recreation Center project to 23 make it a viable project has not been forthcoming, and the $�10,609 is therefore available for 24 reallocation, and 25 26 WFTEREAS, the State of Minnesota has given the City permission to move funds beriveen projects, and Page 1 of 2 0\-� S� QR(G(�IaL Presented Sy Referred ta Council File �` 6 f �l�p Green Sheet � 27 28 WHEREAS, bids received for the Martin Luther King project on September 8, 2000 exceeded available funding, and 29 WHEREAS, the Division of Parks and Recreation recommends reallocating funds from 30 the Sackett Pazk project and the Scheffer RecreaYion Center project to the Martin LutYter King 31 project such that the Martin Luther King project can be rebid for spring 2001 consTruction, 32 NOW THEREFORE BE IT RESOLVED, that the Council of the City of Saint Paul 33 concurs with the reallocation of funds from the Sackett Park project and the Scheffer Recreation 34 Center project to the Martin Luther King project, and 35 36 37 38 FURTHER RESOLVED, that the City inform JPTAC of ir s decision to reallocate said funds, and FINALLY RESOLVED, that the necessary Capital Improvement Budget resolution sha11 be prepared an@ presented to the CIB Committee and City Council for review and approval.
