In an ageement between the Mayor's Office and the Ramsey County Board, the final proposed
use of the funds is as follows:
$150,105 Ramsey County Truancy and Curfew Violation Center(RCTCVC)
As described above.
$ 75,000 Communications Equipment

$125,000 Crime Lab MAFIN Terminal (Minnesota Automated Fingerprint
Identification Network)

$125,000 "Hot Spots" Patrol •
This fund could be used to provide officers as needed when"hot spots" of activity occur
throughout the city. It is important for the police to react visibly and quickly with
sufficient resources to effectively deal with problems and to maintain the sense of security
throughout the city. These hours could also be used to raise the visibility of police
presence for special events such as neighborhood festivals and city wide promotions.
$ 43,000 County Attorney
Chief 7udge Shumaker has initiated ongoing meetings with criminal justice representatives
to deal with issues surrounding cases involving guns, gangs and violent crimes. One of the
key issues identified was the need for the court to have more complete information on
defendants prior to decisions on bail and sentencing. It is felt that officers, particularly +
those who work with the gang units, are in possession of necessary and useful information
but are not usually present at court hearings.
Ramsey County would recommend the funding of police officer overtime so that a police
officer, in the gang unit, could be assigned to work closely with the Ramsey County
Attorney's Office Special Gang Prosecutor and also to be a liaison with the Court. The
officer would provide information on gang members at various stages of the court
process. This would include appearing in court and possibly"second chairing" with the
county prosecutor in arraignments and sentencing. The of�icer would also be a resource
for Project Remand in the making of recommendations regarding bail.
� S 48,000 Corrections Supervision
Once an offender is arrested, prosecuted and sentenced, the Ramsey County Corrections
, �� -��3�
System usually assumes a long-term responsibility for supervision. Whether an offender is
sentenced to prison or the workhouse, the offender returns into the community under
some type of supervision. Ramsey County recommends that a Probation Officer be added
to the gang unit, whose primary responsibility is to intensively supervise selected public
risk gang members. The Probation Officer would have a maximum caseload of fifteen
offenders on intensive surveillance which would include evenings and weekends. Specific
conditions of supervision could include random drug tests, unannounced visits, curfews,
electronic monitoring, and the requirement to obtain legitimate employment. A violation
of these conditions would result in a return or commitment to prison.
The Probation Officer would also coordinate inter-agency gang information and provide it
to the gang unit. Cunently there is no formal mechanism to collect and share gang related
information from institutions or from individual probation officers.
The Probation Officer would be a cunent experienced CCW II or III who would be
chosen for this special one-year assignment. The Probation Officer's cunent duties or
caseload would then be filled with intermittent on-call hours for the funding year.
$ 87,000 Sheriff
Ramsey County would propose to supply officers, on an overtime basis, to target the
increasing gang-related problems in Ramsey County. Working in collaboration with
several other law enforcement, social service and community-based agencies, the Sheri�s
Office has identified several strategies aimed at prevention, intervention and apprehension
of gang members. These strategies include:
1 -Formation of a multi-agency gang unit focused on all three of the identified
dimensions,
2 - Curfew enforcement aimed at early intervention
3 -Wanant sweeps targeted at apprehending the most violent offenders.
While each of these strategies has been implemented on a limited basis, it is clear that +
substantially more staff hours will be necessary to achieve a meaningful impact.
$653,105 Total
There is a requirement for a public hearing on the proposed use of the funding.
Ramsey County has the ability to appeal the use of the funds if they are not in agreement
with the city's plan. The agreement between the Mayor's Office and the county was to
commit the county to agreement on the funds before the fact so that there would not be an
appeal. The $178,000 which was switched from city use to county use was the result.
Note: The dif�'erence in the total amount from the first proposed use of the funds to the
second proposal($659,702 and $653,105)is due to the different amounts of match specified
by the BJA. At first they stated that the match would be 10% or$59,373. When the final
award appeared, the match is calculated at$65,970 or 11%. The dit�'erence is $6597. This
amount needs to be added to proposal#2 in one of the categories.
