96-1332 S���"���`—� _ j � �a!7 � Council File#C��'� � 3� � �1� ��� �/�� � � �Z�Z� / �� Green Sheet# �9��� R OLUTION � AI PAUL, MINNESOTA ,3S Presented by �� Referred To Committee Date 1 A proposal to establish minimum requirements 2 to bring an NHL Franchise to Saint Paul 3 WHEREAS,the Saint Paul City Council and Mayor aze committed to an ongoing revitalization of the City 4 of Saint Paul, its neighborhoods and its downtown; and 5 WHEREAS,there exists a great deal of effort to attract a major league hockey team to Saint Paul; and 6 WHEREAS,a professional hockey team will bring a significant number of people downtown; and 7 WHEREAS,a fiscally prudent approach is required when negotiating the parameters of the City's support 8 for any NHL franchise to be located at the publicly owned Civic Center; and 9 WHEREAS, the cost of attracting and maintaining a major league professional sports franchise may be 10 significant; now 11 THEREFORE, BE IT RESOLVED, that the City of Saint Paul places the following parameters on 12 dealing with or negotiating the potential of bringing professional sports franchises to Saint Paul: 13 That the Mayor and City Council appoint a negotiating team to participate in discussions between the City, 14 business leaders, potential team owners and National Hockey League officials. Further, PED staff will 15 present biweekly updates to the Mayor and the City Council in writing,describing pertinent data, including 16 both capital and operating costs, financing methods, implementation schedules, and quantified benefits 17 justifying public participation in local funding. 18 AND BE IT FURTHER RESOLVED, that any public involvement will be limited to the financial 19 parameters listed here: 20 1. Any package to bring a professional hockey team to Saint Paul will be done with no financial risk 21 to the taxpayers of Saint Paul. 22 2. Any improvements to the Saint Paul Civic Center specifically for an NHL package must be financed 23 through revenues generated by the team,preferably in a revenue bond issue. 24 3. Any agreement with an NHL team must include: 1 G� - � ��� S��.bSfi:-�,�� �. - ��� �� l�� 1 (a) a lease that guarantees payback in full by the team and its owners of all debt and other expenses 2 related to public improvements if the team breaks the lease for any reason; and 3 (b) a lease term equal in length to that of the secured bonds used to fmance any part of the package. 4 4. Since major league sports are of statewide importance, there must be a City and State partnership 5 to help fund building improvements. The partnership will be either in bonding or in any state 6 income tax revenues generated by the hockey team's payroll, which may be committed in the bond 7 agreements for debt payment as part of the financing plan. 8 5. The NHL team will--through its agreement with the City--demonstrate a commitment to local 9 hockey and youth organizations. This commitment might include grants, services-in-kind, or 10 percentages of annual revenue. 11 6.
