1 WHEREAS, the Ramsey County Boazd of Commissioners, by Resolurion No. 99-396,
2 adopted on October 5, 1999, established the Ramsey County Soccer Partner Program to
3 accelerate the acquisition and development of youth soccer facilities by cities, school districts
4 and townships within its boundaries; and

WHEREAS, the City of Saint Paul is an eligible applicant and the Division of Parks and
Recreation has submitted an application for the following project:
Battle Creek Soccer Field Li�htin� - A development project which will provide lighting
for a portion of the field area at Battle Creek Community Recreation Center which
includes a dedicated competition soccer field, and a"sixes" soccer field (approximately
2/3 the size of a competition field), and
WIIEREAS, the Division of Parks and Recreation documented the need for additional
soccer fields in Saint Paul in the report, Soccer 2000, published in Febraary, 2000; and
13 WIlEREAS, the installation of lighting at Battle Creek Community Recreation Center
14 will provide far an average of two additional hours of playing time per day, six days per week,
15 beginning on or around Apri123 and ending on or around October 25, which is approximately 24
16 weeks per year; and

WHEREAS, the City of Saint Paul, Division of Parks and Recreation accepts the Raxnsey
County Soccer Partners Program terms as outlined in the Request for Grant Applications; and
WIIEREAS, the above mentioned application to the Ramsey County Soccer Partners
Program requires the participation of the City of Saint Paul as the unit of local govenunent and a
resolution by the local unit of government,
NOW THEREFORE BE TT RESOLVED, that the Ciry of Saint Paul authorizes and
approves the Battle Creek Soccer Field Lighting grant application, and
BE IT FURTHER RESOLVED, that the Director of Pazks and Recreation will serve as
the official liaison with Ramsey County for the purposes of administering the above mentioned
grant project; and
