WHEREAS, the City of St. Paul, Department of Pazks (Pazks) is the owner of the above mentioned
property in Exhibit "A" as stated in the St. Paul Pazks and Recreation Commission's Resolution
Numbered 00-10, adopted November 8th, 200Q a copy of which is attached hereto; and
WHEREAS, Parks concurs, as mentioned in the above Resolution Numbered 00-1Q that the property
owner at 887 Raymond Avenue enter into a permauent access easement agreement with the City of
St. Paul and just compensation be paid to Parks as deternuned by an independent appraiser; so
15 THEREFORE BE IT RESOLVED, that the proper City officials are hereby authorized and directed
16 to enter into an permanent access easement agreement with the property owner at 887 Raymond Avenue,
17 their successors and assigns; and

FURTHER RESOLVED, that just compensation for said the said permanent access easement be
paid by the property owner at 887 Raymond Avenue, its successors or assigns and deposited into the
Parkland Replacement Fund and held in reserve for purchase of Park properties as required in Chapter
13.01.1 of the City Charter and that any other costs incurred by the City of St. Paul to complete this
agreement sha11 be fully compensated by said property owner at 887 Raymond Avenue, its successors or
assigns.

VJHEREAS, the Saint Pau1 Parks and Recreafion Commission is an appointed
body to advise the Mayor and City Council on long-range and city-wide matters related
to Pazks and Recreation; and
WHEREAS, the Saint Paul Division of Parks and Recreation is the owner of
certain property known as the South Saint Anthony Recreation Center; and
VJIIEREAS, the owner of property adjoining the northeast side of the recreation
center, located at 887 Raymond Avenue, Ms. Alicia Koehler, has requested permanent
access easement to reach the rear yard of her property from an e�sting platted alley
which abuts said recreation center; and
WF�REAS, the granting of said permanent access easement will have no adverse
effect on the recreation center; now, therefore,
BE IT RESOLVED, that the Saint Paul Parks and Recreation Commission
concurs with the proposed permanent access easement requested by Ms. Alicia Kohler,
887 Raymond Avenue, and in accordance with City Charter Section 13.01.1 recommends
approval by the City Council.

In my appraisal of the above-referenced property dated December 16,
2000, I considered the damages to be 100% of the market value for the
permanent access easement. I have reconsidered that percentage a�.id
recommend that it be adjusted to 75%. I base this reasonins on the fzct
that only a permanent access easement will be granted and the underlying
fee will remain with the City of Saint PauL Therefore, the estimat<;d
mazket value of the permanent access easement is:
1,150 square feet x$5.50(square foot @ 75% _ $�743.75
I am including 2 copies of this letter so that you can include one with each
copy of the appraisai report submitted to your office on January 3, 2001.
