1 WHEREAS, the Council of the City of Saint Paul, in accordance
2 with Chapter 66 of the St . Paul Administrative Code, and following the
3 public hearing held on August 7, 1996 did adopt a resolution, Council File
4 96-911, establishing the level of operation and maintenance and the amount
5 of service charges to be levied against the benefitted properties for the
6 Town Square "Public Spaces" located within the following streets: Cedar
7 Street, Seventh Street, Minnesota Street, Sixth Street, for the period of
8 July 1, 1996 to June 30, 1997, and

10 WHEREAS, the Department of Parks and Recreation has submitted to
llthe Department of Finance and Management Services a report showing the
12 total cost of operation and maintenance to be $1, 186, 916 . 00 ($1, 187, 116 . 00
13 actual ratification amount due to rounding and minimum charge of $1. 00) and
14 that a public hearing was held in the Council Chambers on October 9, 1996,
15for the purpose of adopting these charges against the benefitted
16properties; and

18 WHEREAS, the Council of the City of Saint Paul held a public
19hearing on October 9, 1996 for this purpose, and having heard all
20 interested parties, does hereby adopt the following service charges in
21 accordance with Chapter 66 of the St . Paul Administrative Code; now,
22 therefore be it

24 RESOLVED, that the Council of the City of Saint Paul does hereby
25 adopt and levy the following service charges against benefitted properties
26
27 Zone 0 $5 . 8442889 per square foot
28 Zone 1 $ . 1018849 per square foot
29 Zone 2 $ . 0724146 per square foot
30 Zone 3 $ . 0473734 per square foot
31 Zone 4 $ . 0049268 per square foot

1 FINALLY RESOLVED, that upon ratification of these service
2 charges, the City Clerk is hereby directed to transmit a certified copy of
3 this resolution to the Ramsey County Auditor so that all unpaid service
4 charges levied herein shall be extended on the property tax lists of the
5 County and collected in 1997 along with current taxes .

Various events and entertainment are scheduled throughout the year in Town Square
Garden level which attracts visitors and St Paulites alike. The increase traffic flow
is a benefit to the property owners surrounding the area who help pay for its
maintenance.

ADVANTAQEB IF APPROVED:
Because the loft or park area draws visitors and shoppers to the Town Square Mall,
surrounding property owners benefit from the increased traffic flow. This has been
a routine procedure since 1982 and has the approval of the Downtown Building Owners
and Managers Association (BOMA) .
